If you don't need the resource Gen from 
Ring of Starless Skies run a mythic 
Galvanic Azurite or 
Aspect of Inner Calm or Aspect of Arrogance

Thundergod's Blessing is highly recommended. At base it is 75% damage and 20% Damage reduction. The ring is a world drop and not in any bosses loot pool. The best way to get one is to use the Horadric Cube to upgrade a Common Ring into a unique.
