The general idea is 
Resource Damage Bonus Meteor boosts your damage a lot and then 
Air Burst Meteor triggers the mana from the seal for each meteor.

Some Charms should have MAX RESOURCE as it scales Resource Damage Bonus Meteor. If your mana does not go to full after each cast, you have to much max resource or not enough resource generation.
Orsivane over Emberfury because Emberfury messes with Resource Damage Bonus Meteor by increasing the base cost of the skill.
