Briar passively gains Attack Speed based on her missing Health, pairing well with Rogue's ability to escape after dropping below half.
As for her active, Fish Frenzy deals physical damage to the target, but also deals extra against Tanks. Top it off with the fact that Briar has three traits, and you've got a very solid pickup for the cost.
Talon Stargazer Rogue 1g

Talon can cause enemies to bleed with his Diviner's Judgment ability, where he stabs the target before leaping towards the healthiest foe. Fairly average overall, but one of the first available Stargazers and Rogues.
Gwen Space Groove Rogue 2g

Gwen's Dance n' Dice ability has her dash to a nearby hex, then attack the weakest enemy dealing magic damage in a cone (also hitting nearby foes). If this kills an enemy, she repeats the ability again dealing a percentage of its damage.
Passively, each of Gwen's basic attacks deal magic damage, and she enters The Groove when facing an enemy below a certain Health. All of this could make Gwen a real threat, especially alongside the safety net of Rogue.
Fizz Meeple Rogue 3g

Fizz dashes through his target to deal magic damage, with every third cast summoning a Mega Meep. This creates a knock-up, while also splashing for more damage within a one-hex radius.
The mobility goes hand-in-hand with Rogue, letting Fizz cross the battlefield with ease while having a backup escape plan. Overall, seems pretty good.
Kai'Sa Dark Star Rogue 3g

Kai'Sa's Bullet Cluster fires missiles around her target, dealing physical damage. While simple, she also gains Mana on takedowns, allowing her to snowball on the battlefield.
Combine this with the dual offenses of Dark Star + Rogue, and Kai'Sa could become an impressive carry.
Riven Timebreaker Rogue 4g

Riven can adapt her abilities to take advantage of whichever stat is higher between AD and AP. If you've got spare items that don't fit your team well, this allows you to put them to good use.
Her Time Warp ability has her dash to a nearby hex, Shielding herself and slashing adjacent enemies, dealing AD or AP damage (whichever is higher). Every third cast she'll jump into the air before launching a wave, dealing even more damage to those hit in a line.
All of this makes Riven a flexible carry. If RNG isn't going your way, she may be able to help bail you out of a tough spot.
