Earthquake IS BACK and even crazier as it got a HUGE Damage buff in 0.5 League!
This is mostly a ONE Button build slamming the ground with Earthquake but occasionally use 
Infernal Cry for a MASSIVE Damage boost.

HOW TO MAKE IT INSTANT
By default this skill has a 4 second duration before it explodes into Aftershock which is eternity BUT there are many ways to bring it down.
We are looking for Reduced Skill Effect duration EVERYWHERE we can.
Examples - 
Forthcoming, Near at Hand, Overabundance I, 
Palm of the Dreamer
Being a Titan 
Hulking Form is essential as all the small nodes giving Reduced duration benefit from this. There is also Compressed Duration I but it's not needed.
This combination (see Passive tree below or video on the right) gives us ZERO SECOND Duration making it explode into Aftershock INSTANTLY!
COOLDOWN RECOVERY
Using 
Blink for movement, 
Time of Need for curse/ailment dispel and 
Ghost Dance which are based on Cooldown recovery, 
Remnants of Kalguur come into play with Khatal's Rejuvenation being a HUGE boost!
I tried stacking the recovery through passives 
Distracting Presence, 
Authority, Temporal Mastery and it is simply amazing so that is another way you can go about.
You can also use Movement Speed or roll dodging instead with 
Decree of Flight and 
Tactical Retreat.
SURROUNDED MECHANIC IS OP
Constricting Command with its passives giving 250%+ Attack Damage, 20% Attack Speed and crazy amount of Evasion is undefeated.
We ignore MANA completely with Defy II gem and this mechanic which also increases our damage.
NEW RUNIC SKILLS
I tried out Fist Of Kalguur as it is also based on duration same as Earthquake which would be a perfect support gem but it is very costly with new resource Runic Ward. Quite easy to sustain with Remnants of Kalguur in mapping but bosses single target is a problem.
Another one MUCH cheaper resource wise Runeforged Blades is very usable and helps with both AoE and single target. You just need gloves and boots converted to Runic Ward and one or two extra sockets.
WEAPON SETS
This is a very POWERFUL utility in the game and in this setup we use Infernal Cry on Weapon Set 2 which goes off automatically even on your Set 1 because of Echoing Cry making our attacks empowered almost nonstop. Combine that with 
Redblade Banner and it is perfect!
It also provides Ignite immunity 
Extinguishing Exhalation and reducing enemy damage Guttural Roar Debilitate debuff. You also inflict Critical Weakness which is a FLAT critical chance for you 
Howling Beast and is also the most important passive.
PERMA Infernal Cry TECH
As mentioned above here is how we use this war cry even with NO enemies around.
First allocate Roaring Cries. Second slot in Raging Cry to gain Rage to then spend through Enraged Warcry II to ignore it's cooldown. This is echoed automatically with Echoing Cry giving you both Rage and Empowered attacks.
