Will take a while until i make it in 0.4 to test it with those changes, since i'm going to update my Chronomancer Build first.
For now this is just idea, Gear, Tree and Gems will change.
DON'T league start or try this build, unless you brave enough!

Fire Spell on Hit was buffed a lot, now it get 10% Increased Damage per level up to 200% and Spells socketed into it have 0 Manacost, while it still might be weak. - Spell choice sadly is very limited, only
Fireball and
Firestorm are viable options,
Detonate Dead also good but you need to spawn corpses somehow.
Fire Spell on Hit doesn't work with channeled spells like
Flameblast or
Incinerate, and really bad with spells that have cooldown like
Snap, or limited like
Living Bomb.
