Demeter freezes foes in place with her Attack/Special/Cast Boons. Freeze is extremely strong and makes the game significantly easier to beat. She also offers decent damage percentage increases, making her an excellent balance of offense and defense.
As the Goddess of the Harvest, she will help you with Mystery Seeds and reward you for each Seed found with
Plentiful Forage. Most of her Boons grant Water Elements, so she'll help you fulfill the requirements for Frosty veneer and water Fitness.

Freeze may be the one Curse that decreases the difficulty of beating Hades 2 more than any other status effect. Once you've acquired enough boons to increase your damage, most enemies can be killed before they unfreeze, effectively meaning they never get a chance to attack you.
The preferred freeze Boon is
Arctic Ring. This allows you to save your Attack and Special for more higher damage options while still benefiting from the ability to freeze foes anytime your cast is available. Assuming you are running
The Furies (VI), freezing enemies within your cast is also the optimal place.

Demeter has the 2nd best defensive Boons of any God (Hephaestus being the 1st).
Snow Queen early in a run has a massive impact on your overall survivability. This is especially useful in Guardian encounters.
The Lovers (XV) Arcana grants 3 shields per Guardian encounter,
Snow Queen adds one extra to that, plus one in all standard encounters.
Frosty Veneer is difficult to activate, but can get a lot of milage against the each routes final boss.
Plentiful Forage may sound weak upon first reading, but you're going to find resources quite often. For example, some locations will have a Fishing Point and flora. Not great if you're already in the final region, but earlier in your run, the healing will quickly add up!
Weapon Aspect Synergies
Freeze and her defensive Boons are universally beneficial, so Weapon Synergy isn't as important for
Demeter as for most Gods. That being said, her attack and special are damaged percent Buffs so weapons with high base power benefit the most from
Ice Strike and
Ice Flourish.
Any Weapon that uses a lot of Omega Attacks or Omega Casts are also going to be incredible with
Demeter builds.
The best Weapons to pair with
Demeter:
Aspect of Momus is perfect for Demeter because you can use
Ice Strike to freeze foes in place to get hit by the additional Omega pulses. Plus,
Weed Killer &
Local Climate get a lot of milage in this Omega Move build.
Aspect of Melinoë Special has increased base Power. A high rarity
Ice Flourish deals high damage, and its long range freezes all foes in its path.
Aspect of Charon spams Omega Casts. Grabbing
Local Climate is a huge boost to your dps.
Aspect of Nergal needs time to repeatedly channel Omega Attacks. Freeze buys you that time, then
Weed Killer obliterates foes.

God Pairings
The best Gods to pair with
Demeter:
Zeus, Cast/Blitz damage is often enough to vanquish foes before they unfreeze. Grab
Cold Storage and
Hail Storm and you'll cause quite the storm!
Hestia,
Freezer Burn on Scorch build goes crazy. The burst damage is unbelievable on Guardians.
Apollo, stand inside
Arctic Gale against frozen foes and
Tropical Cyclone melts them.
When to Target Demeter
Magick Builds
As hinted at above,
Demeter is one of the best additions to Omega Move builds. The one caveat to this is that neither of her secondary bones benefit Omega specials so if you're using the
Aspect of Eos,
Weed Killer will boost the damage of the daybreaker but not either of the Omega Specials.
Tranquil Gain can also be good for Magick builds because you can refill your entire Magick bar anytime you want. On the downside having to stand still while you wait for your Magick to refill is brutal in Hades 2. If you're playing with any
Vow of Frenzy,
Tranquil Gain becomes pretty dangerous to use.
Improve Defense
When you feel your build already has enough offensive power, grabbing
Demeter as your 4th God is a good move. If you have an open Attack/Special/Cast slot, you can add Freeze. Even if you already have those filled,
Arctic Gale and
Snow Queen are good in literally every build.
