Shinobu generally does not want to use her Elemental Burst actively or every rotation. Using it when available is fine, and can be an upgrade in Hyperbloom teams. In other teams, like Nefer or Sandrone, she never wants to use it.

Nefer Lunar Bloom

Nefer - Columbina - Lauma - Kuki Shinobu

Shinobu is a decent sustain option for Nefer. She can hold Instructor or Deepwood Memories depending on what the team wants the most. She is not the highest damage option, although she can close the gap with Key of Khaj-Nisut.

Sandrone Stellar-Conduct

Sandrone - Kuki Shinobu - Cryo slot - Flex Support slot

An alright Electro slot if you don't have Yae Miko, can be similar to or even slightly better than Fischl or Beidou thanks to her short field time, support weapon and artifact options, and healing. She is a significant downgrade to Miko.

Flex Slot options: Sucrose / Xilonen / second Cryo slot

Not nearly as good as it used to be, but can be alright with Lauma.

Shinobu's C2 increases the duration of her Elemental Skill, which is nice but far from necessary. Her C4 can apply some additional Electro to opponents, which is useful for both Hyperbloom and Sandrone teams. It also lets her use Key of Khaj-Nisut much easier.
