Build Overview

The Static Blizzard Sorcerer is a great leveling build that reaches full power at level 38. You'll start off by playing Ice Shards until you unlock Blizzard, then play with the Hailstorm Blizzard until you reach level 38. Once you get to this point you swap to Static Field Blizzard and turn into a telestomping animal as you fly from pack to pack with Teleport and vaporize everything.

Take Blizzard as your second option. It's not that great right now, but once we get Static Field Blizzard in 8 levels it will fry!

Equipment Priority

It's unlikely to find all or any of the above Legendary Aspects while leveling up. Just be on the look out for the ones in the planner. There are other powerful Aspects you can find, I've intentionally picked several more generic ones that you may already have if this isn't your first character of the Season

One not listed that can be massive is Aspect of Elemental Constellation. If you find this Aspect and have stabilized your build at level 38, you can drop Frost Bolt and pick up Arc Lash so you have 2 Frost, 2 Pyromancy and 2 Shock Skills to obtain this massive Aspect Bonus.

The planner shows priority for Damage and Damage Multipliers as usual. You can also be on the lookout for Cooldown reduction to enable even more uptime on your Familiar / Teleport combo.

Talisman Priority

Keep an eye out for Set Charms while leveling and try to get a 2 or 3 piece bonus from one if you find it. If not just throw in some Rare Charms with All Stats, Experience, Resistance or whatever you find along the way.

Leveling Path

Levels 1-12 Start off by playing Frost Bolt & Ice Shards until you reach level 13 and unlock Blizzard.

Level 13 Drop Ice Shards and move it's points to Blizzard. This is now our main damaging skill.

Level 15 Assign Fireball to your enchantment slot and do the same at level 30 with Hydra.

Level 19 Pick up Inferno and can remove the points from Frost Bolt.

Level 34 Switch from Wormhole Teleport to Blaze Teleport. This is going to synergize with your Healing Flames Familiar to allow you to use Teleport nearly Infinitely.

Level 38 Change Hailstorm Blizzard to Static Field Blizzard since it does even more damage for a fraction of the mana cost and swap over to the other variant.

Mercenary

Subo gives you Map Hack, Movement Speed and applies Vulnerability.

Aldkin provides you with 20% damage reduction when standing in his Field of languish. You need to level him up a bit to unlock this skill. Start off with Haunt until it's available.

How it Plays

In the early levels you just walk around and spam Ice Shards. We choose this over the other core skills because Cost Reduction Ice Shards lets you cast this continuously with little need for mana.

Once you unlock Blizzard cast it all around while using the Fireball enchantment slot for more AOE damage.

Keep up your Ice Armor as often as possible, use Teleport to move around, and keep your Hydra and Familiar summoned as you go.

Once you hit Level 38 Static Field Blizzard with the Fireball Enchantment destroys. Use Inferno on Elites and Bosses, keep your summons and buffs up and it'll be a cakewalk.
