Berú of the Threefold procs it. You can forget about all resource concerns. Drop 
Static Surge for Searing Heat
Shattered Path Frozen Orb is your main damage dealer
Overpower Inferno to get 6 overpower for teleports
Fast As Lightning Familiar for a shock skill for Aspect of Elemental ConstellationIce Armor for unstoppable and barrier
Blaze Teleport for movement. overpower stacks will grant free charges
Flash Flame Shield for 3 overpower stacks and Aspect of Elemental ConstellationFrozen Orb ... self explanatory. More Forbs

Static Surge is for regenning mana from

If you get a 6 Charm slot Seal with (Mana on Mastery Skill), you can drop Static Surge for Searing Heat and just take 
Stalagmite there. This Mana on mastery skill triggers on every single Ice Spike from Blizzard
