Damage temper Arbiter Wing Strike damage or damage while in Arbiter form
Utility temper Arbiter Duration
Defensive Temper resistances
You can eventually take 
Holy Bolt off and swap it to 
Rally if you get the unique rally pants or have enough CDR / resource gen / faith per second on gear.
