Build Overview

Welcome to MrRonit's Hammerdin Arbiter Lvl 1-70 guide updated for S15 - recreate the iconic paladin class from Diablo 2 and crush the levelling process!

This build combines Blessed Hammer and Arbiter of Justice to become the angel of the high heavens dominating the battlefield with wing strikes and orbiting hammers!

Arbiter form grants us tonnes of movement speed through Seraph's Wings Arbiter of Justice making levelling a breeze!

LEVEL 15 OATH - Disciple - every time you cast a disciple skill with cooldown (Falling Star in this build) you will become Arbiter! We reduce Falling Star cooldown through Cooldown Reduction Falling Star so we can use it as much as possible to keep Arbiter uptime high!

1h + shield feels better due to higher attack speed than 2h weapons! But whilst levelling prioritise highest DPS drops! Remember using a shield doubles the DPS of your mainhand weapon!

Seasonal Uniques

Leoric's Crown is obtained very early on in the seasonal questline - put some sockets into it and insert splinters such as Splinter of Anguish and Splinter of the Black Soulstone

Stealth can be made very easily by using Tal and Eth runewords (given from seasonal questline) with a normal rarity chest piece into the Horadric cube! It's really good for levelling as it gives movement and attack speed!

Stone of Jordan is a great ring you also get very early on in the seasonal questline!

N.B All Aspects are now RNG - you cannot farm them from dungeon

Juggernaut's Aspect - more armor which is always great

Aspect of Voracious Rage - refunds faith when you used blessed hammer which makes it easier to ditch Holy Bolt

Edgemaster's Aspect - small damage boost when casting Blessed Hammer based off how much faith you have

Aspect of Tyrael's Jurisdiction is one to look out for in case it drops - it makes Arbiter form's winged strikes even crazier so definitely slot this on your amulet whilst levelling! Arbiter Winged Strikes are SUPER powerful whilst levelling!

Aspect of Holy Punishment boosts Blessed Hammer damage

Aspect of Lagera's Sovereignty boosts both Blessed Hammer and Winged Strike Damage!

Aspect of Ascension - amazing multiplicative damage bonus with 10 stacks, but have to keep up Falling Star and watch your Arbiter bar on screen to keep casting before it runs out!

Important Stats

Having one piece of gear (ring/amulet) with +faith on kill (even a low +1/+2 roll) will allow you to take off Holy Bolt from your toolbar!

Uniques

Don't worry about uniques when levelling - they are absolutely not required, but there are some good ones to look for which will make levelling much much easier!

Herald's Morningstar will make Blessed Hammer really strong

Herald of Zakarum is amazing for boosting strength

Season 15 - Splinters

You can get weaker versions of splinters whilst doing the seasonal questline and levelling!

Look for:

1) Splinter of Hellfire - we do not have much crit chance whilst levelling so go for the increased damage!

2) Splinter of Lies - survivability tends not to be an issue when levelling so use this for 25% more exp!

3) Splinter of the Black Soulstone - stacking bonus to damage!

Splinter of Anguish is a good one but increased resource cost may feel bad whilst levelling when your gear isn't that great to make up for it! So instead we don't care about crit chance whilst levelling at all and use Splinter of Hellfire

N.B I highly recommend picking Splinter of Destruction (Baal) whilst you are levelling as it lets you unlock Undercity Warplan for more experience! This is fastest way to level and gain early paragon!

Talismans look for Practiced Technique Set whilst levelling for more EXP.

Look for stats such as Ranks to Disciple Skills on rare/set talismans

We can stop using Holy Bolt basic skill eventually once we unlock Arbiter of Justice and get + faith on kill as an affix. Wing strikes are REALLY strong!

If you're struggling with faith generation - take off Defiance Aura for Holy Bolt!

Falling Star is an incredible movement ability which lets us go into Arbiter of Justice mode! This mode is insane because it casts Wing Strikes which do SO MUCH damage especially early on in the game!

Using Fanaticism Aura through Rite of Humility will apply vulnerable to nearby enemies so we can benefit from Enhanced Falling Star to reduce its cooldown! Eventually Seraphs' Wings will also make nearby enemies vulnerable in Arbiter mode!

Using Arbiter of Justice directly also improves Arbiter uptime - very important whilst levelling when we don't have enough Cooldown Reduction stat for 100% uptime through Falling Star and Disciple

- Only try placing Arbiter of Justice on toolbar instead of Holy Bolt (or Defiance Aura if you need the faith generation) once you have Cooldown Reduction Arbiter of Justice and Cooldown Reduction Arbiter of Justice

Cast Blessed Hammer for a bit more damage and use Rally to boost movement speed and generate more faith

Leveling Path

Levelling path has been updated to reflect level requirements!

In Season 14 you will unlock seasonal skill points faster than before SO you should max out Blessed Hammer if you find yourself having extra skill points before unlocking the next level and the next skill/passive!

Prioritise unlocking new skills first then focus on making skills rank 15/15 in the order below:

Blessed Hammer - you can start to max this out earlier as mentioned above if you get seasonal skill points earlier!

Just use a combination of Falling Star with Disciple and Arbiter of Justice to keep up damage even when your faith is low.

Subo is insane for levelling as it gives you Mini-map information , Movement Speed and Critical Strike Damage Bonus.

Aldkin is your Reinforcement because Fields of Languish gives you 20% Damage Reduction which is good for survivability
