Chain Lightning, Spark and Charged Bolts are only on your bars to benefit from Esadora's Overflowing Cameo, 
Elemental Synergies and 
Orsivane.
Ball Lightning is your main way of summoning crackling energies.
Lightning Spear stuns, which triggers your Charged Bolts enchantment. It also keeps vulnerable up, and assists in staggering
Unstable Currents boosts your damage and triggers automatic shock skills.
Teleport is your main mobility skill, and it also boosts your defence. Another option is to use Spark here, while boosting its ranks in the skill tree, and then utilize the teleport enchantment gained from Orsivane.

2. Try to group up enemies and burst them down with Ball Lightning spam.
This is a build relying entirely on Crackling Energy. We boost its damage via the aspects, gear and paragons, but the main scalar comes fromEsadora's Overflowing Cameo. This boosts our damage the more skill ranks we have on our bars coming from shock skills. So to increase our damage, we use only shock skills and try to obtain as many skill ranks as possible.
Orsivane and Elemental Synergies also benefits us by only slotting in shock skills, as the more you have on your bars, the more damage you gain from these.
To spawn Crackling Energy, we use Wizard's Ball Lightning along with 
Aspect of Charged Flash and Mystical Teleport. We also gain additional AOE from 
Aspect of the Bounding Conduit.
The Aspect of Charged Flash is however not spawned via self-casted Charged Bolts. Rather, we're spawning them via our enchantment, which is triggered via stuns. This is why we want Lightning Spear, as this easily stuns everything around us.
