Potato Thrower IV you will need to kill an enemy known as Voraxis, which can be found in the Timid Kyle's Neglected Opening Abandoned Auger Mine within the Fadefields
The Potato Thrower IV is one of three possible drops in the loot pool, and can also be found as a world drop from any enemy/boss in the game.
Due to this weapon dealing splash damage, it may be handy to remember that it will receive bonuses from Splash Damage & Radius buffs
Airstrike Firmware, which grants both Splash Damage & Radius, which the Potato Thrower IV will benefit from.This weapon also has the possibility to roll a surprisingly small Magazine Size, making it a good idea to pick up some Magazine Size Buffs, which can be found in the 
Bullets to Spare Firmware.
