Overview

The Strongest Arms Warrior PvE Build in WoW: Forever

Hey everyone! LexD here and as a WoW: Classic veteran and TBC multiglad, I wanted to create a build guide as far as what the best endgame Arms Warrior PvE build will be and the best route for leveling to get there.

The specs below are going to be what level 60 Warrior PvE builds are absolutely going to lean towards, with some slight variation here and there. I think there's going to be a big discussion around how good Improved Slam is going to be, but on paper it seems like it is a must-have if you are interested in maximizing Arms PvE DPS.

QUICK NOTE: This build does not go 5/5 Cruelty as your first talent points, but if you want to, you are free to do so and then follow the Arms tree as follows. I do think it's worth respecing once you are level 40 to get Mortal Strike as soon as possible if you do choose to go the "early Cruelty" route.

Strengths And Weaknesses

With a good 2h, some decent DPS from Slam, Mortal Strike, Deep Wounds, Sweeping Strikes, etc.
Mortal Strike providing a useful 50% healing debuff on priority targets.
Rage Normalization feels a bit better for leveling since the changes in the Beta
Bloodthrill is a boon for us to Overpower more on Rend-afflicted targets

Likely still not as good as Dual Wield Fury or even 2h Fury
Rage generation is unclear but I suspect may not be as good as the Fury tree once again
Not a whole lot of utility provided to a Raid environment aside from Mortal Strike where relevant

Arms Warrior PvE Build: Levels 10-19 Overview

Not much to say during these early levels; you'll be using Charge + Rend + Heroic Strike as your main rotation for the EARLIEST part of your leveling, though once you get Sunder Armor that is what you want to spam on mobs instead of Heroic Strike.

Arms Warrior PvE Build: Leveling 10-19

Very simple, we grab 3/3 Rend first and 2/5 Deflection next.

Rend is something we'll be using quite often now, and its damage is not quite as terrible as it used to be since it scales with AP and can Critically Strike as well.

Deflection is for some damage mitigation by increasing our chance to Parry by 2%, you could throw these two points into Improved Heroic Strike if you wanted but I found myself not using Heroic Strike all that often once you get to a certain point in your early game leveling.

IMPORTANT CONSIDERATION: You could go 5/5 Cruelty first and then hop over to the Arms tree to start if you want that extra 5% chance to crit; it is very useful. However, you'll definitely want to respec at level 40 for Mortal Strike as soon as possible, so that version of the build comes with a respec attached to it, and you will get all of your deep Arms stuff ~5 levels later with that route.
