There are currently 20 completely new Paladin talents, with 8 new talents for Holy, 5 for Protection and 7 for Retribution.
For Holy, the standout additions are Improved Holy Strike, Voice of Truth, Reverence, Purifying Power, Infusion of Light, Divine Precision, Consecrated Ground and Light's Vigil.
Improved Holy Strike
Reduces Holy Strike's cooldown by 1 second per rank. At 1/2, the cooldown is reduced by 1 second, whilst 2/2 reduces it by 2 seconds. Because Holy Strike is now a baseline Paladin ability learned at level 6, this talent allows Holy Paladins to make considerably more frequent use of their new offensive ability.
Voice of Truth
Gives the Paladin immunity to Silence and Interrupt effects for 6 seconds. This is potentially a huge PvP and PvE utility talent for Holy Paladins, allowing them to continue casting during important periods of enemy disruption.
Reverence
Allows 30% of your mana regeneration to continue whilst casting. This gives Spirit considerably more value for Holy Paladins and should be particularly useful during sustained healing encounters where the Paladin is regularly casting.
Purifying Power
Reduces the mana cost of Cleanse and Purify by 20%. It also reduces the cooldown of Exorcism and Holy Wrath by 33%. This is more of a utility and situational damage talent than a pure healing throughput talent, providing additional value against Undead and Demon enemies whilst also improving the efficiency of Paladin dispels.
Infusion of Light
Your Holy Shock or Flash of Light critical strikes reduce the cast time of your next Holy Light by 1 second. This creates a much more interesting relationship between Holy Light, Flash of Light and Holy Shock instead of simply relying on one healing spell repeatedly.
Divine Precision
Increases your chance to hit with Holy spells by 6% per rank. At 3/3, this represents up to 18% additional Holy spell Hit based on the currently displayed beta values. If these values remain unchanged, this could be an extremely powerful talent for Holy Paladins looking to improve the reliability of their Holy spells.
Consecrated Ground
Enemies entering your Consecration become vulnerable to increased Holy damage. The current values show a 5% increase to Holy damage against the first 4 enemies per rank. This gives Holy Paladins an offensive interaction with Consecration and allows the normally defensive healer to contribute more Holy damage when needed.
Light's Vigil
Light's Vigil is arguably the most interesting new Holy talent. You place Light's Vigil on a target for 30 seconds, and your next Holy Shock against that target produces an additional effect. If the target is an ally, Holy Shock does not trigger its normal cooldown and heals the target's party. If the target is an enemy, Holy Shock deals Holy damage and refunds 75% of Light's Vigil's mana cost. You can have one Light's Vigil active per Paladin, per party. This gives Holy Paladins another layer of decision making and allows Holy Shock to become a much more versatile part of their toolkit.
For Protection, the standout additions are Improved Seal of Fury, Sacred Duty, Swift Judgement, Templar's Bulwark and Iron Creed.
Improved Seal of Fury
When the Seal of Fury absorb shield is completely consumed, you restore mana. The base value currently shown is 38 mana, with additional scaling when the attacker is a higher level. Because Seal of Fury is the new Protection tanking Seal, this gives Protection Paladins an important source of mana sustain whilst actively taking damage.
Sacred Duty
Increases total Stamina by 2% per rank. It also reduces the cooldown of Divine Shield, Divine Protection and Templar's Bulwark by 30 seconds per rank. This provides Protection with additional survivability whilst also making several of its important defensive cooldowns available more frequently.
Swift Judgement
Immediately finishes the remaining cooldown on Judgement. Your next Judgement also costs 0 mana. This is particularly important for Protection because Judgement of Fury functions as the Paladin's new taunt.
Templar's Bulwark
When activated, Templar's Bulwark provides an absorb shield equal to 100% of your maximum health for 8 seconds. It also applies Forbearance for 1 minute and cannot be used whilst Forbearance is active. This gives Protection Paladins a massive emergency defensive cooldown, whilst the Forbearance restriction prevents it from being used repeatedly or combined too freely with other major defensive abilities.
Iron Creed
Each rank increases the threat generated by Holy Strike by 5%. Whilst Righteous Fury is active, Holy Strike also reduces damage taken by 2% for 6 seconds. At 5/5, this provides 25% increased Holy Strike threat whilst repeatedly applying the defensive damage reduction effect.
For Retribution, the standout additions are Holy Conduit, Sanctified Judgement, Sacred Arbiter, Crusade, Champion of the Light, Instrument of Law and Twist of Light.
Holy Conduit
Reduces the mana cost of Consecration, Holy Wrath, Exorcism and Hammer of Wrath by 20% per rank according to the current displayed values. This gives Retribution considerably more freedom to use its Holy abilities without becoming as heavily constrained by its mana pool.
Sanctified Judgement
Judgement refunds mana from the Seal you Judge. At 3/3, it has a 100% chance to refund 60% of the Seal's mana cost. This is a major sustain talent for Retribution and helps address one of the biggest problems traditionally associated with Ret Paladins: running out of mana whilst trying to maintain their full rotation.
Sacred Arbiter
Increases Holy Strike damage by 10%. Holy Strike also refreshes all Judgement effects on the target. This is particularly important because WoW: Forever changes Judgement so that Judging a Seal no longer consumes the active Seal.
Crusade
Increases all damage by 1% per rank. It also provides an additional 1% damage increase against Demons and Undead per rank. At 2/2, this provides 2% increased overall damage and 4% increased damage against Demons and Undead.
Champion of the Light
Converts your Intellect into spell damage and healing. At 1/3, 33% of Intellect is converted. At 2/3, 66% is converted. At 3/3, 99% is converted. This is potentially an enormous change for hybrid damage builds because Intellect gear is no longer automatically worthless for Ret.
Instrument of Law
Reduces the cast time of Hammer of Wrath by 0.5 seconds per rank. It also reduces your threat by 10% or 20% when Righteous Fury is not active. At 2/2, Hammer of Wrath receives a 1 second cast time reduction.
Twist of Light
This is the Seal twisting talent. When you replace Seal of Command, Seal of Righteousness, Seal of Fury or Seal of Justice with another Seal, you gain an Echo. Your next melee attack then applies the effects of the Seal you replaced, consuming the Echo. This means skilled Retribution Paladins can effectively have the effects of two different Seals interact with the same attack.
