Intelligence now grant 1% ES per 10 Int rather than 5 Int, basically almost all ES builds nerfed
Other than that build is same, good old The Whispering Ice
Decent as league starter, staff is offmeta and fairly common drop so it will be very cheap, rest of gear is just rares that you upgrade as you play.
Until level 33 or a bit higher until you get the Staff, use whatever you like, traps, mines, or some spells, take Spell/Elemental/Whatever Damage early

Core item is The Whispering Ice that has built-in skill which is basically ice shower that scale off Intelligence.
Everything else used to get as much Int as possible, on low budget you can get around 1500 Int, at high budget around 2500.
Since build has high Int, it naturally will have high ES, around 10k on low budget.
With a bit more budget i'd use two The Whispering Ice staves, once for clearing with Cyclone + Cast while Channelling Support, other with manual cast.
Replica Stampede or The Stampede (with a bit more budget) is used to cancel movespeed penalty from Cyclone.

The Whispering Ice with 6 sockets, and highest roll of %Int you can get
Helmet with highest amount of ES and Int for your budget
Body Armor with highest amount of Evasion/ES, Int, Resist and empty Suffix to craft %Attributes
Gloves with highest amount of ES, Int and Dex, with empty Suffix or good Resist
Replica Stampede on low budget, otherwise regular The Stampede, it used to cancel less movespeed penalty from Cyclone and have constant 50% movespeed
Amulet with 1% Damage per 15 Int and any amount of Int
Rings with Int, Resists, Str or Dex if needed
Belt with %Int Synthesized Implicit, highest roll has range of 13-15%, make sure it has no quality when buying, so you not buy tier lower
Large Cluster Jewel with atleast Cold to the Core that grant 1%Increase Damage Per 25 of each Attrobute. Ideally it should have 3 Notable Passives and 8 total Passives.
Small Cluster Jewel with Righteous Path to fit Zealotry
Brute Force Solution ideally with 24 Int
Split Personality (Intelligence) atleast with Int + Evasion, ideally Int + ES which is a bit expensive
This jewel is reason tree has kind of weird look, because this jewel give more stats the further it is from tree start, you want to have as long as possible path from start of tree to that cluster jewel where you socket Split Personality.
