Build Overview

Changes in 3.28:

Basically none, not a fan of Spark on low budget, but people say they liked this build.
Decent as league starter, but have to use Poisonous Concoction or something until you get Infused Toxins if you want to start using Spark asap.

~20 Div PoB - ~3x Damage, much more Proj Speed, Capped Suppress, better Life Sustain

About build:

Build is really good for stationary content like Hive, Breach, Ritual, Legion, etc
At low budget it's lacking single target dps due to low projectile speed
Screen wide clearing
Since it's Assassin, defense isn't good, you can get more Leech, cap Suppress. While in maps it's fine with %Life on Kill, on bosses you can really feel lack of Life sustain.
Higher budget will look way better because you can get much more projectile speed which directly affect this build's DPS and clear speed

Leveling:

Early you don't take Perfect Agony, so you take %Damage Overtime Multiplier passives
Use Poisonous Concoction with Volley Support,Lesser Multiple Projectiles Support, Vicious Projectiles Support
Once you get Infused Toxins, start using Spark of the Nova
Take Perfect Agony once you get Ungil's Harmony and atleast 90% Crit Chance

Strengths and Weaknesses

Good for stationary content like Ritual, Breach, Hive, etc
Bleed, Ignite, Poison deal no damage to you
Screen wide AoE
At higher budget get way more single target DPS due to much higher Projectile Speed

It's Assassin, so it's not that tanky

Gear:

Wand should have high %Spell Crit Chance, %Projectile Speed, %Cast Speed, any high tier flat Spell Damage, %Lightning Damage.
%Spell Damage doesn't increase damage of poison
Shield with %Lightning Damage, Life, Resists, empty Prefix to craft %Lightning Damage as Extra Chaos Damage
Helmet with Life and Resists, preferably Evasion/ES base
Body Armor with high Evasion/ES, Resists, no life modifiers to make use of Life Mastery that grant 15% Life if Body Armor has no modifiers with "Life" tag
Gloves are Asenath's Gentle Touch that apply Temporal Chains on hit and make enemies explode, with %Spell Crit Chance corrupt
Boots same as Helmet, Life with Resists, empty Prefix or Movespeed
Amulet is Ungil's Harmony that grant huge Crit Chance, but has downside which this build ignore because Perfect Agony is used. At higher budget add Crit quality.
Rings used are Betrayal's Sting that grant chance to inflict additional Poison, and rare Ring with high Cast Speed and Life
Belt is Doryani's Invitation (Lightning), very good low budget belt, used to get Lightning Damage leeched as Life
Medium/Large Cluster Jewel atleast with Overwhelming Malice to get Unholy Might which grant chance to apply Wither on hit, which is basically Chaos Damage multiplier
The Golden Rule for free Chaos Resistance, use it after you get Shadowed Blood Ascendancy
Rare Jewels used to fix Resists, Mana Reservation and get more Damage

I was out of budget for 5 Flasks, otherwise i'd use Jade Flask, Silver Flask and Quartz Flask.
