StormweaverIMPORTANT: You should not get any fire damage on your gear because it will ignite you and kill you.
How the build works:
This is not an easy build to follow, you need to do everything exactly correct or it'll feel pretty bad. I don't recommend it to inexperienced players
Sierran Inheritance causes effect of chill to be reversed so it speeds you up instead of slowing you
You need a vaal cultivated 
Shackles of the Wretched with "elements other than freeze you inflict are reflected to you" and the cannot be chilled mod is removed. If you do not go stormweaver you can get a pair of gloves with the cannot be chilled for 6 seconds mod and just get enough chill duration so it's over 6 seconds long.
You can go any skill you want on stormweaver, can be any weapon, spell or attack, I just like ice shot tbh there is probably better skills to use. I think bear / wolf form or some quarterstaff skills are probably the fastest options due to having high mobility, but if you dont one shot enemies you'll probably die.
Budget:
This build is definitely a high budget build to get it feeling smooth all around because you lose so much defence from not having a rare chest piece and also losing damage / defence from not having rare gloves. I think it's doable on like a 30 div budget if you are smart with what you buy, but not really recommended.
