There is a clue sheet to be found that gives hints on how to complete this puzzle, I will show it below. I will also briefly explain the clues that correspond with the puzzle completion as we go.
Below is the clue sheet that can help in solving this puzzle on your own, you can find this in the safe after the previous in game cutscenes. Further below is the solution if you are still needing help.
The first two lines with the green text are indicating the statue herself and that we have to shoot her arms to fully solve the puzzle.
Starting with the line "I called upon the mother's prayer" we are to shoot the arm with the woman kneeling, though she isn't actively praying, she is the mother.
Next is the line "And yet the sea did only glare" we are to shoot the arm with the octopus.
Next is "I bade a god to bend the knee" this is the creature at the bottom, below where the mother was, who has bent knees.
Next is "Yet time itself would prove the key" this one is to shoot the arm with the hourglass.
And finally "To hold the spark took sacrifice" to shoot the arm with the Leyden Jar.
After the statue crumbles, you will need to take the Heart Of Ice to the cold storage in the very bottom of the area, add the heart to the sister statue and she will release the Leyden Jar for you to continue the story.
