Best Teams
Given that Velina is the the only way to access Wind Anomaly consistently as of her release, she is an ideal partner for Agents that would benefit from its mechanics (Vortex). A shell of:

Note that while any Anomaly-friendly Support can be used, Yuzuha is a significant improvement over any other teammate, with scores often being up to 20% higher with her over other Agents, like Sunna.
Agent Synergies
Aria- As Aria has some of the highest Anomaly build-up in the game, she benefits massively from Vortex. amd Velina's high Daze build can still yield stuns for Aria to get her Ablooms out.
Promeia - Her high Anomaly build-up works well with Vortex, and considering that Promeia builds Corrosive Chill on Vortex and Ablooms, Velina providing both makes for easy resource management.
Jane - Core Passive: Insight's effect on allowing Assaults to CRIT also applies to Assault Vortexes, making up for the low base multipliers and yielding some absurdly high damage numbers.
Burnice - She may not be Velina's best partner, but Velina is her's. With Burnice being able to on-field with her EBA and her Chain Attack: Fuel-Fed Flame high build-up, she can get plenty of Vortexes.
Grace - With Additional Ability: Tech Support Dept. applying to Shock Vortexes, and decent Anomaly build-up owing to her Core and low EX cost, Grace is in her element with Velina.
Piper - Given her obscenely high Anomaly build-up rate, despite not having any special synergies like Jane, this is easily made up by the sheer number of Assaults she can get.
Anti-Synergies
Alice - The lack of Disorders makes it difficult for Alice to build Blade Etiquette, and Polarity Assaults will trigger Vortex ICD, making for an awkward pairing.
Yanagi - As she's all about boosting the effectiveness of Disorders, only having them through Polarities (which also has lower scaling on Wind) makes for middling damage numbers.
Miyabi - Without the ability to access the RES Ignore from Additional Ability: Bask in Frost and losing on her primary way to build Fallen Frost points (Disorder), Miyabi loses most of her value.
Best W-Engines
Joyau Dore - As Velina's Core Passive needs ER, this is an ideal match owing to its main-stat alone. The personal AP is useful, but better yet are the increases to Vortex and Windswept damage, as well as the teamwide AP buff, both of which directly contribute to allies' Vortex DMG and signficantly increase scores.
Bellicose Blaze | Serpentine Seeker | Metanukimorphosis - Although none of these are Anomaly W-Engines, they have an ER main-stat. That amounts to 15% Wind DMG Bonus and 36 AM! Between this and the extra resources with which to get more EXs, it's often the second best option.
Boisterous Echoes - This is the best Anomaly W-Engine for Velina, and although it lacks an ER main-stat, can at least offer some resources owing to the energy gain on Vortex. It's a workable F2P option.
Other Alternatives
Flamemaker Shaker - Can give high scores, but demands frequent EX1 use to sustain the buff, which leads to inconsistent scores.
Kaboom the Cannon - This or any other A-Rank ER W-Engine can be used as a stat-stick and get comparable scores to A-Rank Anomaly W-Engines.

A 4-piece Wuthering Salon is by far Velina's best option, and no other set comes close.
As for 2-piece, Moonlight Lullaby or Swing Jazz - any ER 2-piece - should be used. Owing to Velina's Core Passive conversion, it's both 5% in Wind DMG Bonus and 12 AM, more than a Phaethon's Melody.

The Daze can help her get faster stuns and makes it much easier to hit 3-stuns in many Deadly Assault fights. The RES Ignores also work to ally Vortexes and Ablooms (which scale off Windswept).
As RES Ignore is not to all Anomaly DMG, it means that Assault and Shatter does not benefit from it.

Sweeping Cyclones are triggering so frequently with this that one is hard pressed to find a time where one isn't up (meaning higher Daze and Anomaly).
Note that the Wind Attribute Anomaly Buildup is multiplicative with her Anomaly Buildup RES down, and since it buffs Windswept DMG rather than regular DMG, it won't increase Ablooms of allies, but will increase her own.

How to Play
Unique Merchanics & Passives
Velina has 2 resources used in her skills:
Windbloom, the gauge underneath her portrait
Windbite, the points tracker inside the gauge
1/3rd of the Windbloom gauge is built when entering the battlefield. It can then be built further by using energy EXs, with each cast building another 1/3rd.
When at 2/3rds full, holding or will give an enhanced EX that summons a Sweeping Cyclone, which builds a lot of Daze and Anomaly on enemies.
This has a Chromatic Tint passive, which allows for it to element match to a contaminated element, dealing additional damage that inherits the element.
It will only build up Wind Anomaly, but still helps other elements by debuffing enemies' Anomaly Buildup RES by 7%.
She can also get Sweeping Cyclones through her Windbites. 1 point is generated whenever Vortex is triggered, which also triggers a Condensed Cyclone, which is a weaker version of the Sweeping Cyclone.
Once 2 Windbite points are built, the next Vortex will consume them to gain 150% Additional DMG (additive, so around an 8 - 10% increase) and upgrade the Condensed Cyclone into a Sweeping Cyclone.
All Cyclones trigger an Abloom when they dissipate, with fixed multipliers of 145% for Condensed and 255% for Sweeping.
If an enemy dies while a Sweeping Cyclone is active, it's extended by 5s. If another Sweeping Cyclone appears before one is finished, it will immediately dissipate it, as only one can be active at a time.
Additional Ability
It's activated when another character in your squad is an Anomaly character or shares the same attribute as Velina.
It gives Velina's Ultimate an Abloom on its final hit, with a fixed 680% multiplier if it hits Windswept targets.
Then it enhances her Sweeping Cyclone by giving it a 7% increase to its Anomaly Buildup RES reduction (which brings it up to 14%), increases its Daze by 30% and Anomaly buildup by 15%. It's in large part because of this that Velina can push for faster/more stuns in fights.
Skills
Ultimate
Velina's Ultimate has a very long animation, but builds a significant amount of Wind Anomaly, making for an effective way to maximise the number of Windswepts in a run.
Its final hit will both trigger an Abloom (from the Additional Ability) and a reverse Quick Assist.
As Anomalies and Ablooms trigger after a hit has occurred, a way of optimising Velina is to try and open stun with the last hit of the Ultimate, so that its Windswept and Ablooms benefit from the Stun DMG Multiplier.
It's often better to not do so however, as holding onto resources for too long to align it can be detrimental, and if it ends up eating into stun time it can mess up combos owing to how slow it is.
Chain Attack
Velina's Chain Attack is best avoided.
Although it has decent values, it's much better to have other Anomaly Agents use their Chain Attacks instead, as all Vortex triggers would yield more damage than a Windswept.
Specials
Velina's regular Special is weak, but fast, so it's situationally useful to get fast Chain Attack triggers.
She then has 3 EXs in total:
Wind Shear - Purifying RIse (EX1)
Wind Shear - Triple Deathblow (EX2)
Wind Shear - Eye of the Storm (enhanced EX)
Both her EX1 and EX2 cost 45 energy each, but also build 1/3rd of the Windbloom gauge on cast and can shortcut into her B5.
Note that EX2 is superior to EX1 in all multipliers and doesn't take much longer to cast, but it's only usable after an EX1. As a result, while it's ideal to use it for better Daze and Anomaly buildup, it can sometimes be better to use EX1. For example:
At the start of a fight, to push for a fast Windswept
In combos, to trigger ally Chain Attacks while potentially triggering Windswept
When at risk of overcapping on Windbloom
...among others.
Velina's enhanced EX can be used once 2/3rds of the Windbloom gauge is built, and as previously mentioned, it summons a Sweeping Cyclone. It also triggers a reverse Quick Assist prompt on its final hit, but swap-locks Velina once it begins casting, needing its animation to play in full first.
As it's her only way of manually summoning a Sweeping Cyclone - her main Daze and Anomaly buildup tool - optimising use of this skill is key.
Try to avoid overlapping Sweeping Cyclones when using this so as to not lose out on potential Daze and Anomaly buildup.
Note that both Condensed and Sweeping Cyclones are considered as Special-type moves.
Basics
Velina's Basic Attack is unremarkable.
It's a 5-part string with low multipliers across the board - be it Daze, Anomaly build-up, energy - on all but its final hit.
As she can shortcut to it after either EX1 or EX2, it's sometimes useful to link into a B5, but only if it's required for a Windswept, else time is better spent on other Anomaly Agents.
Dodges & Assists
Velina's Dodges are lacklustre, and best avoided owing to long animations and weak multipliers.
Her Quick Assist is too, but her Assist Follow-Up can be useful owing to having a very high Anomaly buildup rate - more than any other Anomaly Agent as of her release.
As she's usually off-field, it's likely that Velina will be swapped to for parries, which can be a good opportunity to make use of it.
Rotations
Velina is a primarily off-field character, as most of her value come from Sweeping Cyclones. Maximising the number of them in a run is ideal for Daze, damage and resources (owing to more Windswepts).
A general gameplan approach would be:
Open with EX1 and enhanced EX to apply Windswept quickly.
If using Joyau Dore this also maxes out its stacks.
As Velina's energy builds, swap to her for more EX casts, building Daze, Anomaly and Windbloom.
Where possible, do EX1-2 strings for more efficient use of energy, but don't fixate on it, as it does have a high combined energy cost.
If at 2/3rds or above of the Windbloom gauge, use an enhanced EX.
Try to avoid using it if a Sweeping Cyclone from her Windbite conversion is up, so as to maximise the time each Cyclone is up for.
Use Ultimate when not at risk of overcapping on Wind for more Windswepts over the course of a fight.
If it can be used to initiate stun, it's often worth doing to get its Abloom to benefit from Stun DMG Multipliers without eating into stun time.
Outside of the above, try to stay on other Anomaly Agents and maximise their own Anomaly buildup, as getting the most Vortexes possible in a fight is best.

Velina officially released on June 17th, 2026, with the patch 3.0.
