Fusion Compiler)Promeia joins as an S-Rank Ice Anomaly Agent, going all in on the constant application of Shatters and Ablooms.
She has obscenely high Anomaly Build-up values on her skills and is even able to buff her team's Ablooms to be stronger, packing competitive burst damage that can work with both traditional double Anomaly comps and Stun focused ones.
Promeia has a gauge underneath her portrait in combat, called Corrosive Chill, having a cap of 100. Building this gauge through attacks will convert it into Trial by Cold points, having a cap of 2, which can then be spent on a unique
EX Special that triggers an Abloom.
Although she needs points to use it, the skill is also locked behind certain moves.
So figuring out how to optimise her resource build, then how to effectively transition into her unique
EX Special is key to her gameplay.
Promeia's
Core Passive: Thief of Flames, gives Promeia a 1.5 personal increase to her Anomaly Proficiency and a teamwide 0.35% increase to Abloom DMG for every point of Promeia's initial Anomaly Mastery over 150.
Her Unique Mechanics are defined here, with her Corrosive Chill being built by attacking enemies. Refer to the table below for values:

She also gets a bonus on certain statuses:
EX Special Attack: Execution - Shrouded in Shadow.Corrosive Chill has an auto-conversion property to it. When 50 of it is built, it is automatically consumed to generate a Trial by Cold point, and 2 points are also generated on entering the battlefield.
When they're stocked Promeia can consume them to use her
EX Special Attack: Execution - Merciless Judgement, triggering an Abloom.
Although it's only on other characters' Ablooms that Promeia gets Corrosive Chill build-up, her own Ablooms give her a flat 100 Decibel bonus when triggered, with a 0.5 second cooldown.
Ablooms from Trial by Cold scale with the level of her Core Passive, dealing up to 635% Attribute Anomaly DMG of the corresponding attribute. Refer to "Abloom Scaling" in "8. Additional Tips" for more information on this.
As part of her Additional Ability - activated if there are Anomaly or Support characters in a team - Promeia will inflict "Presumption of Guilt" on targets hit by any of her
EX Specials for 30 seconds.
This applies a 40% DEF Ignore to all Ablooms hitting said target: meaning not only Promeia's, but those of other characters too.
She also gets:
EX SpecialsThis works as a functional increase to the Anomaly as a whole, giving more time with which to Disorder or trigger Ablooms.
Promeia has 2 sets of
Basic Attacks: a regular and a held string.
Basic Attack: Sweeping Edge is the regular string, where she'll deliver a series of attacks and build up her Corrosive Chill gauge while doing so.
After
Basic 4 is used, Promeia will enter the "Bound Absolution" state.
She'll throw off her cloak and have it continuously deal damage to enemies, while losing her movement speed but getting a new walking animation.
The lingering cloak also has a large hitbox and a vacuum effect, making it useful to gather up enemies in Shiyu Defence.
If she happens to be attacked during this state, she'll automatically Perfect Dodge once, with a 20 second cooldown. Manual Dodges work too - in fact doing so is needed for Assist Counters.
The state itself builds no Daze, Energy, Decibels, Anomaly or Corrosive Chill. It's primary purpose is in its ability to link into Promeia's
Basic 5, one of the few skills that transitions into her
EX Special Attack: Execution - Merciless Judgement, the "Abloom
EX".
Her full Basic Attack string is quite slow though, and this is where Promeia's held
Basic Attack: Whirling Blade is helpful.
When used, she'll deliver a few strikes then immediately go into the Bound Absolution state, which results in a much faster turnaround to
Basic 5 and the Abloom
EX. On the flipside, it generates no Corrosive Chill.
Which Basic to use though is situational, with the regular
Basic being better generally, owing to its higher multipliers and resource gains, but if an Abloom
is needed quickly, the held
Basic will be best.
She has 6 in total: 3
Specials and 3 EX Specials.
Special Attack: Cold Flash is her regular
Special and has terrible multipliers, seving no real purpose.
EX Special Attack: Execution - Glacial Death is her regular
EX, costing 40 Energy and will have Promeia throw her cloak and enter the Bound Absolution state.
It is one of the fastest ways to get to the Bound Absolution state, and also applies the "Absolute Order" buff to Promeia, having a cap of 1.
If she has it up while in the Bound Absolution state, it will upgrade her Basic 5 into an enhanced
Special variant instead.
This enhanced variant is called
Special Attack: Execution - Descending Frost, and it behaves exactly like Promeia's
Basic 5, but with better multipliers, falling short only in its lack of Energy generation and slighly lower Corrosive Chill.
EX Special Attack: Execution - Shrouded in Shadow is Promeia's counter
EX, and it activates when she happens to be hit while casting her regular
EX Special, or by pressing the
Special button while Perfect Dodging with over 40 Energy.
This activates Vital View, teleports her behind the enemy and places her in the Bound Absolution state.
Like with her regular
EX, she also gets the Absolute Order buff, but it transitions into the far stronger,
Special Attack: Execution - Layered Frost. It does take longer to hit in full, but this is made up by it significantly higher multipliers.
Note that the counter EX deals no damage. It also does not count as a "second" cast of an
EX Special if triggered off the regular
EX, so W-Engine effects like those from
Frostfall Sickle or
Fusion Compiler will still only trigger once.
EX Special Attack: Execution - Merciless Judgement is her primary way of dealing damage, being the Abloom
EX. It needs a Trial by Cold Point and must follow either her
Basic 5 or its upgrades: that being Descending Frost or Layered Frost enhanced
Specials.
After it's used, it can shortcut into a
Basic 5, allowing for the skill to be looped multiple times if there's enough Trial by Cold points to do so.
Promeia's gameplan amounts to setting up resources, team buffs and enemy statuses to get as many of these Abloom
EXs out when it matters most.
Promeia also gets Ablooms from her
Chain Attack and Ultimate.
Chain Attack: Hanging Judgement has good Anomaly build-up for the time that it takes, and although its Corrosive Chill build isn't outstanding, it has especially good Decibel values. As it triggers an Abloom, it also benefits from the 100 Decibel bonus conferred by her
Core Passive.
Its Abloom multiplier is very low however, at 100%. Given Promeia's high generation even outside of this skill, it's often better to let other Agents
Chain Attack instead.
Ultimate: Glaciating Impalement works in much the same way, but with an Abloom multiplier of 250%. It also has one additional effect, that being "Frost Oath".
It's capped at 1 and can be consumed by pressing
Special after
Chain Attack,
Ultimate or the Abloom
EX to link straight into the second enhanced
Special: Layered Frost.
This isn't needed to get to the Abloom
EX, as both the
Chain Attack and
Ultimate will shortcut to
Basic 5 after cast.
When considering the second enhanced
Special's high multipliers - especially its Corrosive Chill and Anomaly Build-up - it is still useful and can work well when integrated into combos.
Her
Dash Attack: Grim Reap is unremarkable, although it can work as a gap closer.
Her
Dodge Counter: Soaring Bat though, is by far and away the most effective way at getting Trial by Cold points. It will also shortcut right into
Basic 5, on top of decent stats across the board too, with great Energy, Anomaly Buildup and Decibel values.
This means that it can often be better to
Dodge Counter and
Basic 5 - or at the very least Assist Counter - over using Promeia's counter
EX, as the total resource gain will be higher.
The latter can still be useful to activate passives and for the high Anomaly build-up rate from the second enhanced
Special, but otherwise is beaten out in most aspects by the
Dodge Counter.
Quick Assist: Ambushing Strike is isn't all that fast and doesn't have any noteworthy multipliers.
Assist Follow-Up: Intercepting strike on the other hand, has oddly high stats, packing the highest Decibel build out of all Agents in the game. Not only is it reasonably fast, it also shortcuts into her
Basic 5 - which yields even more resources.
Despite how good it is as a skill, it's unlikely to see much use, as prioritising Dodge Counters - and in particular Assist Counters - is likely to be the better approach to balance Decibels with Corrosive Chill and Daze.
Do keep all this in mind though, as if
Ultimates misalign or Promeia is in need of it quickly, her
Assist Follow-Up might be the solution.

Core Passive is by far and away the most important.
Nodes A, C and E boost Anomaly Mastery, translating directly into damage owing to its conversion mechanic, and it's what determines the scaling on her
EX Special Ablooms.
Basic Attack and
EX Special follow, as Promeia does most of her damage through Anomalies rather than raw damage, and Anomaly Build-up doesn't increase with levels, a lot of the value from investing in skills comes from the increase in Daze multipliers.
Some routes (like 3 stuns on a double Anomaly team, or 5 stuns with a Stunner) may be dependent on this.
Ultimate has decently high damage multipliers, and
Dodge is used frequently enough to have some Daze contribution.
Assist is strong and arguably a better pick for Daze than Dodge, but Promeia doesn't get to use it much, as she's often the active character being Assisted out of rather than into.
Promeia's Signature W-Engine is very strong and synergises perfectly with her, but she also synergises very well with other options. While she will need it to get the most out of her kit, alternatives can come very close in scores depending on the team.
Frostfall Sickle (P1) provides:

EXsThis W-Engine packs an Anomaly Mastery mainstat, which is very important to get the most out of Promeia's
Core Passive's conversion mechanic, and it has steep bonuses, both in value and type, considering that Abloom DMG is a mostly unsaturated multiplier.
It's very easy to maintain and has effectively permanent uptime in a fight, needing only an early regular
EX into enhanced
Special combo to have the full effect active.
Average DA Score on release: 55,000
Fusion Compiler however, is a very competitive alternative if at high Phases. This seems counter-intuitive as it has a PEN % mainstat, which has anti-synergy with Promeia's DEF Ignore, leading to lower Abloom DMG overall.
The high levels of DMG and ATK % saturation in endgame encounters though, increases the value of PEN Ratio comparative to other stats, especially on Anomalies and Disorders.
Not to mention that as Promeia has no ATK % bonuses as part of her kit, the unconditional combat ATK that it grants is strong, on top of the Anomaly Proficiency that it gives on every
EX or
Special cast.
This means a simple string of:

It still suffers, as the lack of Anomaly Mastery can lead to more difficult routes, and will suffer more on teams that rely on the Abloom DMG from Promeia's
Core Passive (like with
Vivian), but at P5 it's almost as strong as her Signature.

Angel in the Shell is the best generic stat stick. Its Anomaly Mastery mainstat ensures Promeia's
Core Passive is maxed out and it has a competitive unconditional Anomaly Proficiency bonus.
Average DA score on release: 50,250
Weeping Gemini is the craftable F2P option and it's good enough. Promeia inflicts Anomaly so quickly that it ramps up much faster with her than other Agents, to the point it's likely to match or even exceed a P1 Fusion Compiler in score on a 2-stun fight. It does suffer heavily when running with a Stunner though, as its effect is constantly being reset.
Average DA score on release (5 stuns): 46,750
Electro-Lip Gloss is the Battle Pass option and it's the easy to work with, as its effect is always active with Promeia, but has rather low bonuses, meaning that other than in encounters/teams with especially high stun counts (5+), Weeping Gemini is likely to outperform.

Anomaly Proficiency is the best single stat Promeia can get for damage, and Anomaly Mastery directly translates to damage owing to her
Core Passive's conversion mechanic and the higher Shatter count.

D5 is a flexible pick. Ice DMG is the best in an isolated scenario, but when endgame buffs are factored in, ATK % may come out ahead due to saturation.
PEN Ratio falls behind owing to the significant disparity in Abloom DMG, but this is made up when using
Fusion Compiler, as PEN Ratio gets better the more one has, offsetting its loss.
PEN Ratio is best avoided on all other W-Engines, but between DMG % and ATK %, variance among them is so marginal that even a single substat's worth could be the difference.
At high levels of saturation, even PEN Ratio can be generally competitive, as it'd pull ahead of both Ice DMG Bonus and ATK % in regards to Anomaly and Disoder DMG. It will always be a damage loss compared to them, but it can be fine to use on more Disorder oriented teams.
4-piece is
Notes From the Chained, with no other set coming close.
It does have some gameplay implications though. Freeze is triggered quickly, but not every team will have Ablooms be used early.
On a double Anomaly team, Promeia can use her Abloom
EX near the start to get the buff active, but when running with Stunners, it can often be best to reserve Trial by Cold points for the Stun.
The result is that the first Abloom in a combo is likely to be weaker than the rest owing to the lower Anomaly Proficiency, so try to route around triggering Freeze with the first Abloom
EX so as to not waste casts on a weak Anomaly.
2-piece is
Phaethon's Melody, as the Anomaly Mastery directly translates to more damage due to the
Core Passive conversion.

Astral Voice will be worse, but offer good enough stats to make it comparable if substat rolls are better.
Puffer Electro can be the highest damaging pick when using
Fusion Compiler, but keep in mind that this further funnels Promeia into a selfish damage dealer role, as it reduces her teamwide Abloom DMG buffs further.

Yuzuha, offering strong buffs and undiluted build-up. While historically she might have been used to help balance out Anomalies for Disorders, element matching Promeia and going all out on Shatters may be best, regardless of the team shell.
Nangong Yu, whose Polarity Disoders and Ablooms serve to fuel Corrosive Chill, and Promeia's own frequent
EX Special use ensure that her
Phaethon's Melody set is always active when it matters, increasing total team damage.
Managing resources on Promeia can be especially difficult, but for good reason, as Nangong allows for 5-stun routes and offers the highest on release scores.
Vivian, having by far and away the best synergy. Promeia's teamwide Abloom DMG and DEF Ignore and constant
EX Special use for
Phaethon's Melody upkeep elevate Vivian to her highest level yet, having her keep up with Promeia in terms of damage contribution.
Her constant Ablooms also generate a lot of Corrosive Chill, and the team is able to be near constantly bursting. Be mindful to get as many Ablooms as possible on the strongest Anomaly, as it can make a sizable difference to performance.

Note that both could be further optimised. Predicted potential for 58,000+ with Nangong and 55,000+ with Vivian. Average 2,000 - 3,000 score difference between either team.
Astra Yao is a strong and generic premium Support that can slot with pretty much any team and do well.
Nicole is a great pick due to her DEF Shred playing up Promeia's own, all the while having non-negligible Daze application and Decibel generation.
Zhao offers decent buffs (especially if
Half-Sugar Bunny is available), and can work as a generalist pick. Keep in mind she's only really worth running on dual Anomaly teams so as to maintain everyone's Additional Ability effects.
Lycaon has very competitive buffs for Ice Agents - all of which benefit Promeia - and is able to stun quickly without needing much field time.
Burnice doesn't have much fights to run in, but is a relatively hands-off character and the occasional Emberflow Abloom is nice to have.
Other Agents can be used but with very limited results.
Yanagi and
Miyabi are both too reliant on field time to build their own resources, and balancing them with Promeia's own needs is difficult.
Aria can work, as Promeia's Abloom DMG and DEF Ignore bonuses are competitive, but Aria is very stun-biased and would do better with a Stunner or double Support team.
Trigger is a funcitonal Stunner, but her value is heavily dependent on having
Spectral Gaze available so as to synergise with Promeia's DEF Ignore.
Innocent Idealism provides:
UltimatePromeia's M1 is really strong, being about on par with many Support and Stunner M1s in terms of a team score value add.
The Trial by Cold point helps her deal with Corrosive Chill build issues in Stunner teams, as it's very difficult to be topped up in resources for every stun, especially in 5-stun fights or those with long phase transitions.
Whereas the DEF Ignore boost is generally a strong stat increase, applying not only to Promeia but to other Agents too. The more one has of it, the better it gets, and at 60% total DEF Ignore, it's scaling is very high.
Faltering Conviction provides:
Core Passive's Abloom multipliersA generic stat increase Mindscape, but at a competitive level. With anywhere from a third to half of Promeia's damage coming Ablooms, the multiplier gain is a sizable value add - when factoring in the Anomaly Proficiency gains, it could lead to a 10% increase to scores.
Ruthless Accusation provides:
M4 does not offer any direct increases to Promeia's stats or damage, but the resources it provides translate easily to higher scores.
When factoring in the extra Abloom
EX every
Ultimate from her M1, it adds up. On a Stunner team, like with
Nangong Yu, this can give around 140 to 150 Corrosive Chill in a 3-minute fight, and with Abloom-heavy characters, like
Vivian, then that'd be far higher, as Promeia gets to Abloom
EX far more often in that comp.
To Be Continuned provides:
M6 is great from a numerical standpoint, but does promote more aggressive, dual Anomaly teams. The unconditional RES Ignore is a good multiplier that translates directly to Ablooms, and overall is the bulk of the value brought about by this Mindscape.
The extra Abloom has a middling multiplier, and in Stunner teams, this won't see much benefit, as resources tend to be reserved for the in-stun burst and Promeia already has enough Decibels to sustain 4 to 5 Ultimates in a 3-minute fight.
In double Anomaly teams however, this can be triggered on cooldown, making for a potential 60 Corrosive Chill, 1200 Decibels and 2400% in Abloom multipliers, furthering the value of the Mindscape.
Promeia's Abloom scaling is different from those of previous Agents, working not a proportion of the "original" Anomaly DMG, but a direct modification to Anomaly multipliers.
Before, if a Shatter triggered for 10,000 and Aria triggered an Abloom with a 90% multiplier, it would deal 9,000 damage.
For Promeia, if a Shatter triggers for 10,000, she would trigger an Abloom that dealt 12,700 damage.
This is because Shatter has a base multiplier of 500%. Promeia's 635% is a x1.27 increase, so she'll deal x1.27 more damage instead, as it works as an override to the previous multiplier.
Values on Anomaly multipliers can be seen in this document.
Ablooms still work by snapshotting the stats of the original Anomaly and is still technically a proportion of their final damage, just that this is done by altering this multiplier.
So unlike characters that could scale better or worse in certain Anomalies based on their individual scaling, Promeia's Ablooms will always be equal, as the multiplier is always the same.
A "Finisher" is a tag assigned to a hit that allows for it to initiate stun, kill an enemy and trigger Anomalies.
Promeia's
Basic 4 for example, has a very early Finisher, triggering Anomalies at the very start of its cast. This can be good to avoid overcapping, but only if enemies are almost maxed out on Anomaly, else it'll have the opposite effect.
Her regular
EX Special doesn't even have a Finisher. It cannot trigger Anomalies, only build-up the gauge. This is especially problematic for characters that listen to such tags, like
Vivian, as her Ablooms will not trigger on it.
Finishers will also trigger Shatter, and this can be important to minimise or maximise time in stun.
Promeia's
Ultimate has 2 distinct Finisher points: one on her dive kick, and another on its final strike.
If an enemy gets Frozen by the first Finisher, the second one will immediately break them out, whereas if they're Frozen by the second Finisher, they'll only break out when the Freeze time expires or they're hit by another Finisher.
Managing Freeze durations is important not only for combos, but routing, as getting 5 stuns can be difficult if durations keep getting extended by Freeze.
Promeia's second enhanced
Special is useful to deal with this, as almost all of its hits are Finishers, so it can be used to both trigger Freeze and break enemies out straight away. Remember:
Any time an enemy spends stunned, is time they're not getting stunned.
Anomaly Agents like Promeia are influenced by multiple factors: her own Anomaly Mastery, team or stage buffs that increase Anomaly build-up, the Anomaly thresholds and elemental resistances of an enemy, etc.
While all these change what happens in a combo, there are universal concepts to work around:
EXs and Shatters in a stun window.
Special from Frost Oath to build Ice Anomaly to better enable this.Keep in mind that even the individual encounter-team combination matters: minimising time in stun is a big deal for Nangong on Notorious Butcher, but this isn't necessarily the best approach for Vivian, where stun counts are much lower.
Tailor the combo to both the fight and the team.

Special with no counter needed. Be mindful of its constant Finishers, which can either be a blessing or a curse, depending on if you need to break enemies out of Freeze quickly for faster stun turnarounds, or keep them encased for longer to get higher combo damage.
When out of stun, prioritise getting
Dodge Counters on Promeia, as their high Corrosive Chill generation and shortcut to
Basic 5 make them the most efficient way to build resources. Broadly speaking, the flowchart it:

EX.Naturally, certain line-ups change the prioritisation, with 5-stun routes or Vivian teams almost always prioritising Assist Counters.
Given Promeia's obscenely high Decibel build, it's usually better to feed parries to other characters, but on routes where she's short of an
Ultimate, then it's worth working some of her
Assist Follow-Ups in. With how much it builds, using Promeia as a team Decibel battery may actually be better than parrying on another Agent.
Do your best to align her resources with burst periods, be it getting as many Abloom
EXs and Disorders in Stun or making effective use of Promeia and other Agents' Ablooms to keep up a constant barrage of damage.
If you can manage all this, then she's capable of pulling some impressive numbers,
