This build is pretty straightforward, basically build as much CRIT MULTI possible since 
Lightning Tendrils of Eccentricity's stronger pulse always CRIT!
Mandatory item :
1. 
Marylene's Fallacy = B.i.S (Big boost of damage)
2. 
Inpulsa's Broken Heart + 
Storm's Gift = chain kaboooom!
For further damage boost, get as many +skill level possible instead of just %spell/lightning damage.
Also, cast speed is important for this build to feel smooth when mapping + faster trigger on stronger pulse.
