About build:

Build based around Foulborn Doedre's Scorn which grant Level 30 Impending Doom Support for Socketed Skills
So normally when Supported Curse Ends it trigger Doom Blast, which is not really good. But you also can do it by applying another Curse above Curse Limit which overwrite your previous Curse instantly triggering Doom Blast
That's why Vixen's Entrapment is used, it allow automatically trigger other Curses which will overwrite your Curse in Doedre's Scorn triggering Doom Blast frequently
Defensively build is fairly good, you reach 100% of Fire/Cold Damage taken either as Lightning or Chaos with:
- Font of Thunder
- Divine Flesh
- Watcher's Eye with Purity of Lightning Mod - x% of Fire and Cold Damage taken as Lightning
- So you only need Lightning and Chaos Res, also you ignore Fire/Cold Pen entirely.
- Aside of that Doppelgänger Guise grant up to 40% Less Phys/Chaos Damage Taken

Upgrades:

First obviously better Dagger with high tier DoT and Chaos DoT Multiplier, Cast Speed and Chaos Damage
With better Boots, Belt and if needed Amulet to cap Lightning and Chaos Resists, you can use two Betrayal's Sting
At higher budget you will have to get Cluster Jewels, which means you have to unspec lower part of tree and probably drop Spell Suppression entirely
The Tides of Time will be needed to have permanent Flask Charges for Utility Flasks
Progenesis stack well with Petrified Blood, while not required, and better Normal Flasks.

Build wants Cooldown Recovery Rate, you can make use of Bound by Destiny Jewel with 10-20% CDR if 2 Shaper Items Equiped, The Tides of Time is Shaper Item, so you need either Shaper Ring or Amulet. Plus The Balance of Terror Jewel with 20-25% CDR if you casted Temporal Chains in last 10 seconds
And few other possible upgrades you can find browsing other people's setups, or something like Forbidden Shako with Level 33-35 Impending Doom.
Level 33 start at 10 Div, Level 35 - at 30 Div, if it has second useful support, it could be over 50, 100 Div and more.

Strengths and Weaknesses

Fairly Tanky with ~87% Ele and 80% Chaos Resists
Good clearing with Poison Spread
High Movespeed with permanent Quicksilver Flask
Kind of One Button Build, you only using Temporal Chains aside of Movement Skills
Doable on SSF, Doedre's Scorn from tree and Vixen's Entrapment is fairly common
Doable on HC

On low budget Single Target is meh

On Higher Budget lower part of tree is replaced with Cluster Jewels.
