Disciple of VarashtaThis is currently a very rough outline of what the build May potentially be in the end. It is utilizing an experimental Reverse Chill Setup using 
Sierran Inheritance to Reverse the effects of chill and a special Cultivation Corrupted 
Shackles of the Wretched to apply chill to ourselves. This version is Not using the expensive version of those gloves, but instead a more accessible budget friendly option.
The build is using 
Spark fully converted into cold damage using 
Call of the Brotherhood and 
Siphon Elements to generate cold infusions while mapping, making it a very fast movement speed, cast speed, character that just goes around freezing and chilling everything. It can be started as early as level 16 and be used to Steam roll through campaign incredibly fast.
Please refer to the build video as that will explain all of this in more detail, while i continue to level and gear up the character.
THIS EXACT SELF CHILL SETUP CAN BE DONE ON ANY ASCENDANCY OR CLASS OR BUILD. I AM JUST DOING IT ON SPARK BECAUSE I THINK SPARK IS THE BEST CANDIDATE FOR THIS BECAUSE IT LOVES CAST SPEED.

How Cold Spark Works
Cold Spark is the Cold Infused version of spark. For those that do not quite fully understand it, Spark has 2 variations. One is the regular lightning version, and the cold infused version has significantly higher damage combining both cold and lightning, slightly slower cast time, and more base crit. The build generates cold infusions by using Call of the Brotherhood to convert all of spark's base lightning damage into Cold damage, and using Siphon Elements combined with a bunch of freeze buildup on the tree to freeze and shatter everything and consistently generate cold infusions while mapping.
For bossing, you will have to use frost bomb to generate some cold infusions and the boss also drops infusions when it gets frozen, will feel a little clunky early on but I will fix this later with better gear and another infusion generator.
