Welcome to MrRonit's 'Triple Frost' build where we are able to spam triple 
Frost Bomb , triple 
Frostbolt and triple 
Cold Snap allowing you to breeze through act 2 lvl 20-40 with ease!
This follows on directly from the Act 1 simplified version of the build (lvl 1-20) which is right here

How it Works
We use Frost Bomb to apply cold exposure to enemies (with scouring winds this reduces enemies' cold resistance by a whopping 40%). Thanks to Spell Cascade we are able to have multiple frost bombs at once which helps a tonne when bosses move or when there's tonnes of trash mobs.
Then we spam Frostbolt with Scattershot and use Cold Snap with 
Unleash to shatter enemies without need to freeze them
Flame Wall adds ignite to the mix against stronger enemies and Hypothermia is a useful debuff used to reduce enemies' cold resistance every further.
