Ice Shot Ranger has been one of the strongest and most easy to get going builds for multiple leagues, and going into 0.5, we are seeing this stand out againg as one of the best league starters. It has incredible speed, huge map clear, fast leveleing, and can one shot end game bosses.
By combining 
Ice Shot with 
Ice-Tipped Arrows we have insane amounts of damage. Throw in the super powered 
Freezing Salvo, this build destroys everything in the campaign.
Buffs and Nerfs in League 0.5
This is for the early game before we unlock our main abilities. We will combine a mix of Lightning and Ice until we get the main ice abilities
Focus on items that give you more damage as a priority:
Bow, quiver, gloves, rings.
And look for the following:
Other areas just stack life + resistances to bolster defences.
We have a huge bonus this league with the Vaal dungeon mechanics - these let us craft on the fly. so take in the above advice and craft these on your gear whenever you do your val rooms.

We don't unlock our main ice abilities unti Act 2, so we do have to start out as a semi-lightning build until we kick into the ice shot skill.
This is a deadeye icy shot leveling build. Due to not unlocking Ice Shot shot until we have a level 9 skill gem. We start out with lightning and ice, and slowly move over to more and more ice damage we unlock the new and better abilities.
We open up with Freezing Salvo for massive AoE damage. Then we pop Ice-Tipped Arrows and pump enemies with Ice Shot. This create a ton of AoE and single target damage that freezes everything. If you have a frozen elite enemy, pop snip for insane amounts of single target damage.
We also have Frost Bomb - this gives us a lot of damage while leveling and applies Cold Exposure.
Herald of Ice gives us tons of AoE ice damage everytime we shatter an enemy, and we use Freezing Salvo on cooldown as it wrecks everything this league.
