The Jewelery Table is craftable once you first discover Silver Ingots.

To upgrade the Jewelery Table, you need to unlock the Jeweler's Bench, which is done by finding Ancient Scraps in the Cursed Swamps Biome.
Once found, you can craft the Ancient Scraps into Mire Metal Ingots, which are the key component in the Jeweler's Bench.
