Level 101 Lightning Sorcerer Build (Starter)
The Sorcerer is the perfect hero to compliment the Ranger, thanks to his long range AoE Lightning. It's a powerful ability that can clear a large portion of each wave.
This build maximizes Cooldown Reduction and offensive nodes, as defense is not required. When it comes to Cooldown Reduction, adjust your skill points to reach the 75% cap, but not go over. Any excess points can be put towards Critical Damage.

We're intentionally equipping only one skill (Lightning) to avoid casting another. While Lightning is prioritized when in the first slot, if he happens to cast the other skill, there's a good chance you'll end up dying. As for those three points into Fire Damage, that's simply to meet the minimum requirement.
In terms of stats, you can put some Lightning Damage onto your Weapons, and Cast Speed on some Accessories. Aim for a Cast Speed of at least 2.0, but add more if necessary.
Level 101 Lightning Sorcerer Build (Frozen Orb)
The Frozen Orb Sorcerer is the top choice in the meta, offering the fastest clear times of about ~70 seconds at Torment 3-9. This build places the Sorcerer on the frontline, where he will wipe every enemy wave with a single cast, allowing the other characters to sit back until reaching the boss.
The setup is almost the same as the regular Lightning Sorcerer, except there's a large emphasis on stacking Area of Effect. This is what's necessary to make Lightning hit every enemy at once.
As a benchmark, you should be aiming for around ~400%+ Area of Effect Enhancement across your Weapons and Accessories. Like before, Lightning Damage and Cast Speed is also useful.
Disclaimer:
This build is ONLY playable if you have the Frozen Orb (Arcana). Despite its level 15 status, it has the unique ability which halves your equipped skill's Cooldown, making the Lightning spam possible.

Knight Boots
Another key item required for peak clear times is the Knight Boots (Arcana). This allows your party to move significantly faster between waves (equip to Sorcerer).
Now, in order to optimize speed without messing up the strategy, it's vital that the Sorcerer can clear the wave before your fastest party member overtakes their positioning (usually the Ranger).
This requires a bit of trial and error to find the ideal number, but make adjustments within the 1500-2000 Movement Speed range, until you hit the sweet spot.
