For
Jax's runes, you'll want to prioritize Attack Damage to complement the Attack Speed you'll be building throughout the game. The extra Attack Damage also gives
Jax a much stronger early game, making it easier to trade, last hit, and secure kills.
Take Attack Damage Marks and Attack Damage Quintessences for maximum early game power. For your defensive runes, choose Armor Seals and Magic Resist Glyphs to help you survive lane trades and remain tanky throughout the game.

When playing
Jax, you should prioritize the Offense tree, as he makes excellent use of its offensive bonuses. Since
Jax benefits from both Attack Damage and Ability Power, as well as Armor Penetration and Magic Penetration, the Offense tree significantly increases his damage throughout the game.
For your secondary tree, Defense is the best choice. During the laning phase, you'll often be looking to trade with your opponent, and the bonus Health, Armor, and Magic Resist can make a big difference in winning those early duels.

Your first few levels are your weakest, so don't feel pressured to fight champions like Garen or Pantheon early. Farm patiently and only trade when your E is up. Use your Q into W for quick damage before disengaging. Once you picked up a few minor items like Sheen and Phage, your trades become much stronger and you can begin forcing longer fights.
Jax scales exceptionally well, so staying even in lane is often considered winning. Ward river consistently, as pushing without E available makes you vulnerable to jungle pressure, you can also Q to wards to help escaping ganks.
