If you meet the required Armor for Unyielding Hits without Disobedience, you can replace it with something else.
Utilize any Cooldown Reduction items until you can meet your required Cooldown to maintain 100% Evade uptime. (Season 8 Boss Powers will aid in reducing your Evade Cooldown.)
Sepazontec can be used early instead of Cooldown Redcution, but the damage is much lower with this setup.

Leveling Path

The extra points in Thunderspike are only there to bridge us to the deeper trees.

I will need testing to decide if Fulminate or Wildfire is better to meet the Convergence requirements.

Just spam Evade...

You can also activate other abilities that will also boost your damage or improve survivability off cooldown.

In this build we channel all of our damage into Storm Feathers and a unique amulet called Sunbird's Gorget!

Spirit Feather Potency scales the damage for both, so we stack a lot.
We need to hit 60% Evade Cooldown Reduction to allow our Evade to be constant.
Evade will trigger Storm Feathers from Recalling Feathers and Falling Feathers.
We stack Armor and utilize block to buff Redirected Force and Unyielding Hits.
