The Eagle Spirithall does an INSANE amount of damage per evade (1000% weapon damage) so we look to spam that as much as possible for major damage. Every time we Evade we also cast Thunderspike and every 3rd Thunderspike resets our Evade cooldown allowing us to quickly reset our Evades. Use Soar -> The Hunter (ultimate) to be able to spam 6 movement skills in a row! or use Counterattack -> The Hunter to spam a long 100% Dodge.

You do not need any specific legendaries or uniques to make this build work. Sepazontec and Loyalty would be great uniques to find though! For legendary aspects anything that provides generic damage or makes your basic attacks faster will help reset your evades quicker.
Note that as you transition to midgame you can temper on Eagle Spirithall (weapon) and Spirit Feather Potency to multiply the weapon damage that the Feathers do!
