Before you get Starless Skies ring you can use Inner calm aspect legendary ring.
For boots Rakanoth's Wake is also a good option but I prefer Yen's for extra Shout proc.
Perdition mythic helm also an option instead of Ugly Bastard but you will struggle with Wrath of the Berserker uptime.
Definitely try to get max rolled temper for WotB cooldown as well as Masterwork.

How it Plays
1. Wrath of the Berserker - always start with this Ultimate for easy buffs and cooldown to start so we can reduce with Marshal glyph. It also sucks monsters in which is perfect in Pit/Horde
2. Ground Stomp - follow up with this to reduce Ultimate cooldown
3. Shouts - right after 1. and 2. to reduce their cooldown through Marshal glyph (always use these with mobs alive to proc Bold Chieftain aspect)
4. Hammer of the Ancients - exploding Earthquakes from Lith Tec runes for MASSIVE damage
How it Works
Cooldown Reduction is very much needed for this build for highest Shout and Wrath of the Berserker uptime as that is our BIG damage. They also reduced it's animation in Season 9 so now the cast is INSTANT.
Paragon Board
For the last 60+ points you can allocate wherever you need such as resistances or even armor, damage etc.
You could also run Exploit glyph instead of Crusher to have better uptime on Vulnerable if your Fists of Fate aren't high rolled on Lucky Hit.
Bottled Wind makes up for very poor sustain and being squishy this season as a Barb and we also get INSANE damage thanks to Conceited aspect on Amulet.
Another power Reactive Ooze gives us very good Resource gain and with such a low cool down on the Power itself (Anomaly) we have these buffs up NONSTOP.
