I recommend using the Hammer build to progress through T1–T4 and farm the gear required for this build.

Arbiter of Justice as soon as possible to have perma uptime on it.Fanaticism Aura to make mobs "Weaken", which make them deal less damage and take much more. Defiance Aura is to be pressed whenever you need unstoppable effect.Spear of the Heavens as the more spear are in the ground, the more Judgement you'll proc.Consecration to weaken enemies in a big zone and boost your dmg/sustainBlessed Hammer to proc lots of Judgement instantly, making your spear spammable a lot quicker.

Critical Strike Chance and Cooldown Reduction :
We need to be as near as possible to 100% Crit Chance, while having >58-60% CDR in city to spam as much as we can our skills will greatly improve our DPS. Relentless will increase your CDR (can check outside the down while moving). 
Break the Line and Fanaticism Aura help building our Crit chance to 100%.
You have to stack Aspect of Ascension by using Arbiter of Justice before it runs out.
Attack Speed is also important if you are Critical Strike Chance and CDR capped. It allows you to spam your Spear of the Heavens faster and buffs Preacher
Sanctification lets you imbue your item with the power of the High Heavens. When you Sanctify an item, it can:
Masterworking (MW) enhances an item's stats. Each MW rank increases base stats and all affixes by 1%, up to 25 ranks. At max Masterworking, one random affix receives a 50% bonus. This can include a Tempered affix or a Greater Affix. The boosted affix is highlighted in a different color.
Use the Masterworking menu at the Blacksmith. You can reset the final Masterwork, so feel free to reroll it until you hit one of the recommended stats for the extra 50% bonus.
0 (0)If your Arbiter of Justice stay longer than his Cooldown, you can take points here to get more dmg from 
Dizzying Blow. Duration > Cooldown is the most important thing to respect. You can check that by going outside the city and moving around to proc Relentless.
You can replace 
Resplendence with 
Canny for more damage but you will need a lot of CDR to be able to keep Arbiter of Justice.
The priority is to unlock all the Legendary Nodes first, then unlock your Glyphs and their requirements. After that, spend the remaining points based on what you prefer. Nodes around the Glyph usually give more damage, while Max Life nodes are the best for toughness. Other Rare nodes can offer a bit of extra damage or toughness. The last points generally go into main stats.
