Windfall is active, only consume half of the Stacks. C4SH can have up to 25 Hooligan Stacks

Hooligan drops from Bloomreaper.
In order to access Bloomreaper, you must first complete the main campaign. Whereas being level 50 is not mandatory, it is recommended due to the challenge of the boss itself.
Proceed to one of the new Raid Boards in any of the main hubs. They are similar to the Bounty Boards but instead offer challenges for Raid Bosses.
Collect the Bloomreaper activity and head over to Tonnage Peel in Carcadia Burn. Enter The Bloom and fight your way through to the boss!
