Unlock Location:

• Progress in the story until you unlock the Cuspid Climb area within Terminus Range.
• Complete the relevant story missions to access Lambent Mine.

Farm Method:

• Defeat Skyspanner Kratch inside the Lambent Mine.
• After completing his associated story mission once, return afterward.
• Using the Encore Machine near by.
• Farm repeatedly until Hoarder drops.
