About the Build
The Whisperer Ascendancy scales damage and defensive power by stacking mana. The build gains mana from Dexterity rather than Intelligence, so it also wants as much Dexterity as possible.
The build scales its damage by using 
Kinetic Blast of Clustering, which adds around 17% of maximum mana as flat damage. Whisperer's built-in Fork bonus adds a ton of clear and damage, since Kinetic Blast of Clustering cannot normally create extra projectiles, but it can Fork.
As for defense, Mana works like a second health bar thanks to 
Mind Over Matter and 
Arcane Cloak.
Leveling
Use 
Kinetic Bolt and level with a wand until you unlock Kinetic Blast in Act 3.
Equip 
Herald of Ash, 
Herald of Ice, and 
Herald of Thunder, and use two or more throughout the campaign. Once you acquire 
Tornado in Act 4, link it to 
Spellslinger to automate casts and gain a bunch of extra damage as it splashes onto enemies.
