While leveling go armor or hybrid armor/evasion, going full evasion feels bad and doesn't get good until late game.
So When your going through the acts we want to look for 2 different spears. 1 spear with attack speed on it to make 
Whirling Slash feel better and another spear just with full damage for 
Twister.
weapon set 1 look for a spear with just % increased attack speed and link that one on Whirling Slash this way we can attack faster with said skill.
weapon set 2 and we want to look for straight damage and link that one on Twister.
Also if you get 
Skysliver to drop or even buy it for cheap this is a great spear that has a lot of attack speed on it.
Also at this point since we are now getting more spirit gems we want to get a 
Stoic Sceptre this way we can get more spirit to run 
Herald of Ice.

Make sure to keep upgrading Twister and 
Ice-Tipped Arrows
Skill Gems
Once you get another spirit gem grab Herald of Ice
Support Gems
For your first LV 2 Support gem grab Frost Nexus and throw it on Twister after you do this you can then drop 
Fangs of Frost
For your second LV 2 Support gem grab Elemental Armament II and throw it on Ice-Tipped Arrows
For your third LV 2 Support gem grab Elemental Armament II and throw it on Herald of Ice
Leveling Tips
Make sure to do your ascendancy before fighting the act 2 boss.
Also get as much lightning res as you can since the act 2 boss does mainly lightning damage.
