For Teemo's runes, he benefits greatly from both Ability Power and Attack Speed, so for the best value we want to take Attack Speed Marks and Ability Power Quintessences. The extra Attack Speed helps him apply his on-hit effects more often, while the Ability Power increases the damage of his abilities and basic attacks.

Since Teemo will be trading often in the top lane and can become a focus target during team fights, Armor Seals and Magic Resist Glyphs provide the defenses needed to survive against both physical and magic damage.

As Teemo makes great use of both physical and magic damage through his basic attacks, prioritizing the Offense tree is a no brainer. The Hybrid Penetration, Attack Speed, and increased damage all work extremely well with his playstyle, allowing him to win more trades and apply stronger pressure in lane.

Teemo will often be dueling aggressive top laners, so the Defense tree can be extremely valuable as a secondary choice, providing extra health and resistances to help him survive those early fights.
