For
Jarvan IV's runes, you'll want to focus on increasing his damage while picking up some defensive stats. Take Armor Penetration Marks to boost the effectiveness of his physical damage, and Attack Damage Quintessences to increase his early game damage and improve his jungle clear.
For your defensive runes, Armor Seals are the best choice, reducing damage from both jungle monsters and AD champions. Finally, take Scaling Magic Resist Glyphs, as the extra Magic Resist becomes more valuable later in the game, and you don't need the flat amount as much during the early stages.

When playing
Jarvan IV, you should prioritize the Offense tree while taking Defense as your secondary. Investing heavily into the Offense tree grants Attack Damage, Armor Penetration, and increased damage, all of which improve both his dueling potential and jungle clear.
The remaining points should be placed into Defense, providing bonus Armor, Health, and reduced damage from jungle monsters to make his early clears healthier and more efficient.

Jarvan IV has one of the strongest early games in Classic. Look to clear a couple of camps before applying pressure with your Q E combo. Your knock up gives lanes great follow up, especially if teammates have crowd control of their own. You don't want to spend too long farming,
Jarvan IV wins games by creating an advantage early.
Once level 6 arrives, your ultimate turns almost every gank into a kill unless the enemy has Flash available.
