Annie’s rune setup is primarily focused on maximizing Ability Power, since her role is to burst down targets and gain an advantage during both the laning phase and teamfights.
Take Magic Penetration Marks to increase the effectiveness of her spells against enemy champions, and Ability Power Glyphs and Ability Power Quintessences to boost her overall damage output. For Seals, the best choice depends on your lane matchup: Armor Seals are ideal against AD champions, while Magic Resist Seals work better against AP champions.
Masteries
When playing Annie, prioritize the Offense tree to maximize her burst damage. It provides everything she loves, like Magic Penetration, Increased Damage, and even Cooldown Reduction, so you can see Tibbers more often.
As for your secondary tree, Utility is a great choice, the bonus movement speed helps you roam and look for ganks, while also getting reduced Summoner Spell cooldowns which have a major impact for Annie in teamfights.

How to Play
Annie has one of the safest laning phases thanks to her long auto attack range and reliable last hitting.
Farm up while stacking your passive stun. Whenever your stun is ready, you can play more aggressively because the enemy will have to respect your engage, especially if your jungler is nearby.
Use Q to last hit without losing mana and poke with W if your lane opponent gets too close. At level 6, a Flash R combo can instantly kill most squishy champions if they aren't expecting it.
As the game goes on and you get more Ability Power, make sure you check who's the most fed and prioritize that unit, as you'll have more than enough damage to one-shot them.
