Nearly uncatchable due to his Passive and his E. He can deal consistent amounts of damage, which becomes quite hefty during the mid-late game fights.
Can force the Jungler to pay special attention to him, relieving pressure from other lanes. Probably the only champion who can proxy farm and safely get away due to his kit.
His Ultimate R gives him additional stats which can temporarily allow him to soak a lot of damage and dish more damage as well. He can act as a front line for his team this way.
Extremely vulnerable to crowd control, which can also ruin his chances of proxy farming the lane. It is also useless if his team can’t really capitalize on him drawing all the attention.
He suffers in the early game as he can not use his Q consistently. Once he is out of mana, he can’t do anything and is practically useless.
Shouldn’t really be participating in team fights until he has his Ultimate R up. Otherwise, he can easily be stunned and taken out of the fight. He definitely needs his tank stats to dive into the enemy team.

Decide in the early game if you’re going to be proxy farming or having a traditional laning phase. Decide early but be prepared to switch it up.
Look to roam to the mid lane frequently once you push the wave. Singed is good at helping his allies if the enemy is overextended.
Keep a constant eye on the minimap at all times. Do not die constantly by trying to kill the enemy or proxy farming their minion wave.

Split push during the mid-game and try to secure side objectives. Avoid grouping if possible.
Use your strong duelling potential in the mid-game to fight and duel anyone who tries to stop you from split pushing.
Although you’re a really strong split pusher in the mid-game, be prepared to group with your team and fight 5v5. You should usually start grouping when there are no nearby objectives to take.

In the late game, look for picks on immobile or miss positioned enemies. Taking someone down in the late game can give you enough time to force a fight, siege an objective or take the Baron or Elder Dragon.
If the enemy is grouping, look to group with your team too. In team fights, continue to focus the squishiest and easiest to kill high priority targets in the backline.
Flank in team fights to make getting on the enemy backline easily. Make sure you’re near your team at all times so you can get in the fight fast.
He is pretty weak before he hits level six. This is because he doesn't have much mobility, and enemies can easily walk away from him if they have a vision of him.
Post-six, Singed gets a massive boost in his power as he gets a team fight impacting Ultimate R. It allows him to roam around and get ganks off as well.
The first item component will give a boost to his survivability and overall damage. He will be able to use his Q for a prolonged period as well.
Level 11 is a decent power spike as he will have another point in his Ultimate R. His overall damage dealt will increase, along with his resistances.
At level 9, his Q will be maxed out. This means that he can deal a lot of consistent DPS during team fights if he manages to not get CC'd.
His tankiness will be really high, mainly if he uses his Ultimate R. It will allow him to do his primary job of running circles around the enemy team with his Q.
His tankiness will be really high during this phase of the game due to his items. That combined with his Ultimate R will make him nearly unchaseable and unkillable at the same time.
A fully maxed out Ultimate R will further bolster his survivability and overall damage dealt in the long run. It will be a massive power spike for him.
He is excellent during late-game team fights due to his Q and Ultimate R. His effectiveness increases if he manages to find a flank on his enemies.
