Level from 1-40 on WT2. Do the Capstone around level 40 and proceed to WT3 as soon as you clear the capstone (You can wait until 50 if you like but I cleared the capstone at level 37 on the PTR with this build).
After testing all of the different core skills on the PTR. Blood Surge remains the best skill to level with until you reach WT3. The changes to minions has super charged the speed at which we level and Necromancer was already the fastest class in the game!
