Kelvin can apply tremendous map presence as well as being very good at bailing out teammates, his healing power is unmatched.

Extra Regen is very nice to have and can be purchased early; you will eventually upgrade it into Healing Booster and Healing Tempo.
Healing Rite allows you to collect boxes and stay healthy in lane, and can later be upgraded into Healing Nova.
Extra Charge provides stronger lane presence, letting you use Frost Grenade either offensively or defensively.
Apply a triple imbue to Frozen Shelter with Compress Cooldown, Mystic Expansion, and Duration Extender.
Headshot Booster and Close Quarters are viable lane options if you believe you can win the matchup.
Heroic Aura is a solid choice if your team has multiple heroes who benefit from increased fire rate and the enemy team deals heavy weapon damage.
