Honkai Star Rail Guide: Jingliu Best Relics Teams and More

Jingliu Character Guide

Jingliu is a Path of Destruction Ice character released in patch 1.4.

Jingliu is a powerful damage dealer that deals strong single target and AoE damage. Jingliu’s main mechanic allows her to build stacks of Syzygy with her Skill and Ultimate and then at two stacks she enters an enhanced state where her skill is replaced with an improved version that does not cost skill points and deals area of effect damage.

As a result, Jingliu consumes about 0.5 skill points per turn on average, making her very flexible to build teams with and function well even as a sub DPS. Jingliu’s values on her talents and traces are generally very high and she is currently one of the strongest damage dealers in the game.

Why Play Jingliu?

Pros

  • Strong single target and AoE damage
  • Strong at all levels of investment
  • Scales off ATK/Crit which are universal DPS stats many players may have farmed already
  • Low skill point consumption per turn makes her highly flexible to build teams with

Cons

  • Consumes 4% of Allies HP while using her improved skill making her teams require some additional sustain
  • Offers minimal party utility outside of freeze

At a Glance

Jingliu generally prioritizes building Crit Rate up to 50%, Crit DMG and ATK%. Crit Rate above 50% is less valuable due to her gaining Crit Rate from her Talent while in her enhanced state. She excels both against single targets and groups of enemies and has a great degree of team flexibility due to her low skill point consumption.

Abilities

Basic ATK – Lucent Moonglow

Deals Ice DMG equal to 50%–110% of Jingliu’s ATK to a single enemy.

Skill – Transcendent Flash

Deals Ice DMG equal to 100%–220% of Jingliu’s ATK to a single enemy and obtains 1 stack(s) of Syzygy.

Enhanced Skill – Moon on Glacial River

Moon on Glacial River

Deals Ice DMG equal to 125%–275% of Jingliu’s ATK to a single enemy, and deals Ice DMG equal to 62.5%–137.5% of Jingliu’s ATK to adjacent enemies. Consumes 1 stack(s) of Syzygy. Using this ability does not consume Skill Points.

Ultimate – Florephemeral Dreamflux

Florephemeral Dreamflux

Deals Ice DMG equal to 180%–324% of Jingliu’s ATK to a single enemy, and deals Ice DMG equal to 90%–162% of Jingliu’s ATK to any adjacent enemies. Gains 1 stack(s) of Syzygy after attack ends.

Talent – Crescent Transmigration

When Jingliu has 2 stack(s) of Syzygy, she enters the Spectral Transmigration state with her Action Advanced by 100% and her CRIT Rate increases by 40%–52%. Then, Jingliu’s Skill “Transcendent Flash” becomes enhanced and turns into “Moon On Glacial River,” and becomes the only ability she can use in battle.

When Jingliu uses an attack in the Spectral Transmigration state, she consumes HP from all other allies equal to 4% of their respective Max HP (this cannot reduce allies’ HP to lower than 1). Jingliu’s ATK increases by 540% of the total HP consumed from all allies in this attack, capped at 90%–198% of her base ATK, lasting until the current attack ends.

Jingliu cannot enter the Spectral Transmigration state again until the current Spectral Transmigration state ends. Syzygy can stack up to 3 times. When Syzygy stacks become 0, Jingliu will exit the Spectral Transmigration state.

Technique – Shine of Truth

After using this Technique, creates a dimension around Jingliu that lasts for 20 seconds, and all enemies in this dimension will become Frozen. After entering combat with enemies in the dimension, Jingliu immediately regenerates 15 Energy and obtains 1 stack(s) of Syzygy, with a 100% base chance of Freezing enemy targets for 1 turn(s). While Frozen, enemy targets cannot take action, and receive Ice Additional DMG equal to 80% of Jingliu’s ATK at the start of every turn. Only 1 dimension created by allies can exist at the same time.

Traces

Eidolons

Jingliu

Jingliu is a very powerful character without any Eidolons and does not need them to excel. However for those looking to spend or save more additional copies of Jingliu there are some added benefits. Jingliu  will perform well at E0 but here is a quick assessment of her Eidolons:

  • E1 – high impact
  • E2 – medium impact
  • E3 – low impact
  • E4 – medium impact
  • E5 – medium impact
  • E6 – high impact

Eidolon 1: Moon Crashes Tianguan Gate

When using her Ultimate or Enhanced Skill, Jingliu’s CRIT DMG increases by 24% for 1 turn(s). If only one enemy target is attacked, the target will additionally be dealt Ice DMG equal to 100% of Jingliu’s ATK.

Eidolon 2: Crescent Shadows Qixing Dipper

After using Ultimate, increases the DMG of the next Enhanced Skill by 80%.

Eidolon 3: Halfmoon Gapes Mercurial Haze

Ultimate Lv. +2, up to a maximum of Lv. 15.
Talent Lv. +2, up to a maximum of Lv. 15.

Eidolon 4: Lunarlance Shines Skyward Dome

During the Spectral Transmigration state, the ATK gained from consuming allies’ HP is additionally increased by 90% of the total HP consumed from the entire team. The cap for ATK gained this way also increases by 30%.

Eidolon 5: Night Shades Astral Radiance

Skill Lv. +2, up to a maximum of Lv. 15.
Basic ATK Lv. +1, up to a maximum of Lv. 10.

Eidolon 6: Eclipse Hollows Corporeal Husk

When Jingliu enters the Spectral Transmigration state, the Syzygy stack limit increases by 1, and Jingliu obtains 1 stack(s) of Syzygy. While she is in the Spectral Transmigration state, her CRIT DMG increases by 50%.

Relics

Stat Priority

Jingliu scales primarily off of ATK and Crit making her a fairly traditional character to build. Due to her Talent offering up to 52% Crit Rate while in her enhanced state means Jing Liu wants to build roughly 50% Crit Rate and then stop there. ATK% and Crit DMG are both high priority stats she is happy to have as much as possible. Jing Liu benefits nicely from speed due to her low Skill Point usage.

Jingliu ’s general stat priority is:

  1. SPD
  2. Crit Rate (up to 50%)/Crit DMG
  3. ATK %

Ideal Main Stats by Relic Type

  • Body: Crit DMG or Crit Rate (below 50%)
  • Feet: SPD
  • Planar Sphere: Ice DMG%
  • Link Rope: ATK %

Cavern of Corrosion Sets

Set bonuses should ultimately just be thought of as additional substats, and the weight of 4-Pc sets is very low. Mixing and matching two different 2-Pc bonuses can often be more optimal than completing a 4-Pc set bonus if it allows you to use substantially better relics. Ice DMG and Crit DMG are both excellent stats for Jingliu making this a great choice for those that have the set farmed.

Genius of Brilliant Stars 4 Piece

2 Piece: Increases Quantum DMG by 10%.
4 Piece: When the wearer deals DMG to the target enemy, ignores 10% DEF. If the target enemy has Quantum Weakness, the wearer additionally ignores 10% DEF.

Genius of Brilliant stars is a great universal set for any character against quantum weak enemies or on Silver Wolf teams.

Hunter of Glacial Forest and Messenger Traversing Hackerspace 2 Piece

2 Piece: Increases Ice DMG by 10%.
2 Piece: Increases SPD by 6%.

Ice DMG and SPD are both highly valuable substats and this combination of 2 piece set bonuses is very close to the 4 piece Hunter set bonus.

Musketeer of Wild Wheat

2 Piece: ATK increases by 12%.
4 Piece: The wearer’s SPD increases by 6% and Basic ATK DMG increases by 10%.

Musketeer’s is a very good universal set many players may already have farmed. Both the ATK% and SPD increases are very valuable for Jingliu making this set a solid consideration that players may already have access to.

Planar Ornament Sets

2 Piece: Increases the wearer’s CRIT Rate by 8%. When the wearer’s current CRIT Rate reaches 70% or higher, the wearer’s Basic ATK and Skill DMG increase by 20%.

Rutiliant Arena is often considered the strongest planar ornament set for characters that can reach the 70% crit rate threshold, but the set is especially good on Jingliu do to her getting a large amount of crit from her Talent and most of her damage being from her Skill.

Inert Salsotto

2-Piece: Increases the wearer’s CRIT Rate by 8%. When the wearer’s current CRIT Rate reaches 50% or higher, the wearer’s Ultimate and follow-up attack DMG increases by 15%.

Crit Rate and Ultimate damage are still nice bonuses for Jingliu and reaching the 50% Crit Rate threshold should be trivial thanks to her Talent’s buff.

Space Sealing Station

2 Piece: Increases the wearer’s ATK by 12%. When the wearer’s SPD reaches 120 or higher, the wearer’s ATK increases by another 12%.

The ATK% bonus is well utilized by Jingliu and the party buff can be quite nice when she is being used as a subdps.

Light Cones

I Shall Be My Own Sword (5*)

Increases the wearer’s CRIT DMG by 20~32%. When an ally gets attacked or loses HP, the wearer gains 1 stack of Eclipse, up to a max of 3 stacks. Each stack of Eclipse increases the DMG of the wearer’s next attack by 14.0~24.0%. When 3 stacks are reached, additionally enables the attack to ignore 12~20% of the enemy’s DEF. This effect will be removed after the wearer uses an attack.

Jingliu’s featured light cone is custom made for her granting her considerable bonus DMG, Crit DMG and DEF ignore. This cone is Jingliu’s best in slot and worth pulling for players looking to make their Jingliu as powerful as possible.

On the Fall of an Aeon (5*)

Whenever the wearer attacks, their ATK is increased by 8~16% in this battle, up to 4 time(s). When the wearer inflicts Weakness Break on enemies, the wearer’s DMG increases by 12~24% for 2 turn(s).

This cone is an excellent free to play option as it is available from the Herta Store and can easily be superimposed as result. The stacking ATK buff and the DMG bonus are both well utilized by Jingliu’s kit making it a fantastic choice for most players.

Nowhere to Run (4*)

Increases the wearer’s ATK by 24~48%. Whenever the wearer defeats an enemy, they restore HP equal to 12~24% of their ATK.

This cone provides a very solid ATK buff making it the strongest 4* option, especially as it gains superimposes.

Best Teammates

Jingliu only consumes about 0.5 skill points per turn on average allowing her a great deal of flexibility in team compositions. She can be played both as a traditional hyper carry as well as a sub dps that gets paired with another carry. Due to her consuming her teammates HP she generally prefers supports with some built in sustain, but her overall HP consumption is quite low.

Bronya’s entire kit is well utilized by Jingliu. Advancing turns is highly synergistic due to Jingliu’s overall low SP usage. Jingliu enjoys the damage and crit buffs Bronya provides as well.

Pela – High Synergy

Pela’s AoE defense shred is well utilized by Jingliu and her synergy further improves at E4 when she also gains Ice shred. Pela is great in both single target and area of effect situations.

Asta – High Synergy

Asta provides ATK % and Speed for the party making her a solid choice. Asta’s usual drawback of requiring more skill points to maximize her ATK buff is help mitigated by Jingliu’s overall excellent SP economy.

Yukong – Medium Synergy

Yukong’s buffs are all well utilized and beneficial to Jingliu. Ideally, Yukong’s speed is 1 faster than Jingliu in order to sync her skill and ultimate with her, however E6 Yukong alleviates this requirement.

Defensive Supports

Luocha – High Synergy

Luocha is a very powerful healer and works nicely with any team, Jingliu being no exception. Luocha can usually sustain the party with minimal Skill Point usage. His healing not being linked to his turn also helps manage Jingliu’s party HP consumption.

Fu Xuan – High Synergy

Fu Xuan with good investment should offer enough sustain for Jingliu teams to stay highly survivable, additionally Fu Xuan’s crit buffs are a nice asset for Jingliu.

Bailu – High Synergy

Bailu is another extremely powerful 5* healer, and her high raw healing output means she can often sustain the party with minimal to no Skill Point usage, making her an excellent choice as a defensive support.

Lynx – High Synergy

Tingyun and Bronya help maximize Jingliu’s powerful damage output while Fu Xuan provides excellent teamwide sustain. Fu Xuan can be freely substituted for Luocha or any other healing based defensive support.

Jing Liu Hyper – F2P Friendly

Jingliu Hyper F2P

This team also looks to maximize Jingliu’s personal DPS but uses more 4* characters to make it more F2P friendly. Pela and Yukong are also supports that can be used instead.

Jingliu Silver Wolf Variant

Jingliu Silver Wolf

This team excels against enemies weak to Quantum or Ice as Silverwolf will always add the other element as a weakness. This team is very good at breaking single enemy’s weaknesses and has some flexibility to swap in and out Quantum and Ice characters as needed. Seele and Lynx are good alternatives for this team.

Jingliu Double DPS

Jingliu and Blade both having lower skill point consumption means that they can be played nicely in the same party even with an SP hungry support like Bronya. If players are looking to pair Jingliu with more skill point hungry DPS, substituting Bronya for a more SP positive support like Tingyun is recommended.
