Ranking Explanations
Ranked for PvE at level 60 after Blizzard's final pass on Oct 26. The tiers are my opinion.
S:
Human keeps
Ruthless with every weapon,
Will to Survive and 10% Spirit from
The Human Spirit.
Gnome has
Eureka! with its 8 sec window.
Night Elf has
Elune's Light, the biggest crit cooldown.
Dwarf gets 1% hit from Artisan's Precision plus
Stoneform.
Orc:
Blood Fury is on 2 min now and
Shatter Curse lost its immunity, but Command gives Warlock and Hunter pets 5% more damage.
A:
High Order Skyborne and Windshaper Skyborne get 2% haste from
Wind Blessed that never turns off, but no active defensive, so they sit between A and S.
Troll keeps
Berserking (duration increased to 15 seconds).
B:
Tauren:
Endurance is only 5% health now.
Undead:
Touch of the Grave fires at most once every 15 sec.
