Protection Paladin Leveling Guide - 1-60

Updated on Nov 2, 2026
Nov 2, 2026

Overview

Levelling talent build updated for new changes
My thoughts on Prot changes: https://youtu.be/Q0dYKXrLmkk

The Paladin class has received a lot of changes in WoW Forever. Protection is a Tank spec but offers a very strong leveling experience, especially if you want to run dungeons, pull multiple enemies at a time while questing or if you're playing in a group.

Consecration is now baseline at level 20 in WoW Forever and combined with Retribution Aura and Shield Spikes, we are able to deal a lot of AOE damage. We now also have access to a taunt through Seal of Fury which turns Judgement into our taunt. We also have the best utility kit out of any tank class along with strong group buffs and auras.

While Protection offers excellent utility, group buffs and is able to handle aoe pulls relatively easily, it does have some drawbacks. Mana management can be challenging until we unlock our mana sustain talents. Our pure single target damage will also be lower than leveling as Retribution.

Overall, Protection Paladin is an excellent option for players who enjoy the Tank role and want a durable, lower-APM leveling experience with plenty of 'oh shit' buttons.

Guide Variants

We start in Retribution for Pursuit of Justice as 15% passive movement speed is massive value and quality of life. Then we move into Protection, grabbing the rest of our core abilities.

Retribution Tree:

  • Level 10-14: Deflection - Mitigation + Damage through Parry Haste (40% faster attack swing after you Parry.
  • Level 15-16: Improved Judgement - Shorted cooldown on one of our main abilities + Taunt.
  • Level 17-19: Sanctified Judgement - Mana sustain and pairs well with Improved Judgement.
  • Level 20-21: Pursuit of Justice - 15% Movement Speed, massive value talent.

Protection Tree:

  • Level 22-26: Redoubt - Block Chance and requirement for Shield Specialization.
  • Level 27-29: Precision - Hit chance for less missed hits, more damage and threat.
  • Level 30-31: (Optional) Sacred Duty - Lower CD on our big defensives. With earlier access to Templar's Bulwark, the CD reduction is nice. You can put 2 points elsewhere if you prefer.
  • Level 32-33: Shield Specialization - Our main source of mana sustain.
  • Level 34: Templar's Bulwark - Big absorb shield defensive.
  • Level 35-36: (Optional) Guardian's Favor - Shorter CD on BoP and longer Freedom duration is useful quality of life and you can save ranged dps/healers with BoP if they get threat.
  • Level 37: Swift Judgement - A 2nd Judgement on it's own 60 second timer for a backup taunt
  • Level 38-40: Improved Righteous Fury - Flat 9% Damage Reduction
  • Level 41: (Optional) Anticipation - 1 point to unlock next row. Defense to reduce crit chance from higher enemies.
  • Level 42: Holy Shield - Our active mitigation button, increase block chance + return damage.
  • Level 43-47: Reckoning - We're constantly blocking so this gives us free weapon attacks.
  • Level 48-50: Iron Creed - More threat and Damage Reduction when we press Holy Strike.
  • Level 51: (Optional) Anticipation - Defense to reduce crit chance from higher enemies.
  • Level 52: Shieldsworn - Brand new to Forever, this reduces out Holy Strike CD to 6 seconds and activates the return damage from Holy Shield and mana regen from Shield Specialization without using any charges or trigger the internal cooldown.

Points after this are somewhat flexible/up in the air until we know more about endgame content. For now, I'll be doing this:

  • Level 53-55: Conviction - Crit Chance for more damage and threat.
  • Level 56: Sacred Arbiter - More damage from Holy Strike.
  • Level 57-59: Anticipation - Finish it off for more Defense.
  • Level 60: Toughness - Probably Re-spec into an endgame build - TBD

Gameplay & Rotation

Core Rotation:
1. Maintain Seal of Righteousness (or Seal of Fury)
2. Consecration if 2+ targets
3. Judgement
4. Holy Strike

For the early levels you should use a 2h weapon. You don't really need to swap to 1h + shield until you tank your first dungeon (Around level 16) and even then you can get away with tanking with a 2h if you're confident. Just be aware that our Seal of Fury wont taunt if you aren't using a shield.

The rotation is very simple. Maintain your Seal of Righteousness in combat, Judgement on cooldown and make sure to auto attack your target. Maintain your Blessing of Might buff and turn on your Devotion Aura.

Hammer of Justice is our stun which can be useful when fighting harder enemies or if you need to get a heal off without getting cast pushback.

At 16 we unlock Retribution Aura which gives us return damage and is especially strong for fighting multiple enemies at a time.

At 20 we get Consecration which is our main AOE ability. Use this when fighting 2+ enemies. You can use this in single target situations but the mana sustain will be rough early on.

Gear

Note - Weapon tooltips are missing Spell Power

Weapons:
Weapons are our biggest single source of Spell Power while leveling. Some notable ones to lookout for in this level range are
Scepter of the Abandoned - 'The Abandoned' boss in Ruins of Lordaeron
Blade of Silverlaine - 'Baron Silverlaine' boss in Shadowfang Keep

Blacksmithing:
There are lots of good BS crafted items while leveling and you should strongly consider taking it even if just for 1-60. There are lot's of BS recipes that can be acquired with Merchant's Favor tokens and some recipes can drop from dungeons. Use your Merchant's Favor tokens wisely, I'd recommend the helmet being your first purchase.
Strange Copper Boots - 35 BS
Rough Bronze Shoulders - 85 BS
Crusader's Silvered Chain Helm - 95 BS & 30 Mechant's Favor

Armour:
There's honestly too much to list but make sure you do the dungeon quests as they often have powerful rewards. Bosses in dungeons also drop some good loot but don't feel compelled to farm bosses for gear while leveling.

Stat Priority

  1. Spell Power - Most of our abilities scale off Spell Power so for damage, this is our main priority.
  2. Stamina - This gives us a larger health pool to take more damage and give our healer time to top us off.
  3. Strength - Increases the damage of our melee attacks as well as increasing our Block Value
  4. Intellect - Gives us a larger mana pool, nice to have but I wouldn't go out of my way for it.
  5. Defense - Lower priority during the leveling process but still useful. 1 Defense gives us .04% chance to Dodge, Parry, Block, and Miss

The above is a general guide but adjust based on how your character feels. If you're killing stuff easily but you feel weak or squishy then maybe get some more Stamina. If you feel super tanky but take ages to kill anything then get some more Spell Power or Strength.

Suggested Races

The differences between races are very minute. Pick whatever faction or race you like the most.

Human:
A great choice for PVP players and the passive crit and spirit is a good bonus
Will to Survive - Stun removal
Perception - Increased stealth detection
Ruthless - 1% passive Crit Chance
The Human Spirit - 10% Spirit

Dwarf:
A great choice if you want to tank at endgame and expect bosses to be challenging. The hit chance could make hitting end game stat breakpoints easier as well.
Stoneform - Immunity to Bleeds, Poisons & Diseases as well as a 10% Physical Damage Reduction
Find Treasure - Track nearby treasure & bonus valuables in them
Earth Fury - 1% Hit Chance
Big Game Hunter - 5% Damage to Beasts

Undead:
The only Horde choice for Paladin
Will of the Forsaken - Remove Charm, Fear and Sleep
Cannibalize - Consume a corpse to regenerate 35% mana and health
Underwater Breathing - Increased breath duration
Touch of the Grave - Sometimes drain health with your attacks

Consumables

While Consumables are optional while leveling, they will make the experience easier and faster.

5% Experience Food - Use whatever you have available. The goal is to keep the XP buff up more-so than the specific stat bonus. Most recipes appear to have the XP buff.
Herb Baked Egg
Kaldorei Spider Kabob
Beer Basted Boar Ribs
Smoked Sagefish

Health Potions - Now created through First Aid or you can buy them from the Auction House.

Mana Potions - Useful to have for emergencies if we go out of mana. Can be bought from the Auction House or created with Alchemy

Weapon Stones - A Blacksmithing consumable that can be traded. If you don't opt for Blacksmithing, you can buy some from the Auction House
Blunt Weapons:
Rough Weightstone
Coarse Weightstone
Heavy Weightstone
Solid Weightstone
Dense Weightstone

Sharp Weapons:
Rough Sharpening Stone
Coarse Sharpening Stone
Heavy Sharpening Stone
Solid Sharpening Stone
Dense Sharpening Stone

Elixirs:
Any elixirs you have access to will be beneficial for leveling. Don't feel you have to save them.
Minor Arcane Elixir - 5 Spell Damage for 30mins
Elixir of Minor Strength - 4 Strength for 60mins
Elixir of Ogre Strength - 8 Strength for 60minsLesser Arcane Elixir - 15 Spell Damage for 30mins

Campfire Buffs:
While leveling, you don't want to waste too much time optimizing Campfire Buffs. If you see any around, most of the buffs will benefit us but Camp Tent is nice for the extra rested experience.
The other buffs available are:

Enchanted Lute - Armour, All Stats & Resistances
Camp Chair - 2% Crit Chance
Fish Bowl - 8% All Stats
First Aid Kit - Stamina
Lodestone - Melee Attack Power
Incense Candle - Intellect
Sharpening Wheel - Strength
Mana Well - Mana Regen

Professions

Blacksmithing and Mining is the most common combo for Paladin. Blacksmithing gives us access to a lot of strong leveling gear, sharpening/weightstones and shield spikes (eg:Iron Shield Spike). Mining allows us to provide most of the materials required to level Blacksmithing without having to buy everything off the Auction House. Ore nodes seem to be more common than in Classic WoW.

Engineering has historically been a very useful profession for Paladins as well. It gives us access to items like Goblin Sapper Charge which deal very high AOE damage or Target Dummys which we can cast Blessing of Protection on to make them unkillable AOE tanks for a short time.

Enchanting is easier to level than it was in Classic and does allow you to craft a Libram early on from Merchant's Favor, however Tenets of the Silver Hand isn't particularly good so not worth taking Enchanting for specifically. You can of course enchant your own gear as well and disenchant quest items for materials too.

Alchemy and Herbalism is another nice combo. With Alchemy you can craft a lot of your own potions to use while leveling as an extra boost, while gathering a lot of the materials yourself with Herbalism. Herbs seem to be more common than in Classic WoW.

Tailoring, Leatherworking and Skinning aren't ideal for Paladin but it won't brick your character if you want to go with those professions for any reason.

The Tertiary professions can be beneficial to level as well. Cooking gives you access to making your own 5% experience buff food, First Aid lets you bandage yourself to regenerate health between fights without spending mana and Fishing even gives you fish to use in Cooking or the Fish Bowl campfire buff.

Tips & Tricks

Work In Progress

Spell Power Coefficients:

Seal of Fury - 10%
Seal of Righteousness - 10%
Seal of Command - 29%
Judgement of Fury - 42.9%
Judgement of Righteousness - 42.9%
Judgement of Command - 42.9%
Consecration - 4.2% per tick
Holy Strike - 42.9%
Holy Shield - 8%

Bubble Taunt

Our Divine Shield gives us damage immunity but causes enemies to attack the next highest target on the threat table. However, with Swift Judgement we can use Seal of Fury Judgement to force the target to attack us for 4 seconds even while Divine Shield is active. Then as the 4 seconds of taunt is about to end, use Swift Judgement and Judgement again to give you a further 8 seconds. You can then cancel the last 2 seconds of Divine Shield and continue on as normal.

Blessing of Protection

Blessing of Protection can be used on casters or healers to temporarily cause targets to ignore them and make them immune to physical damage. This buys you time to get threat on the pack of mobs. While you can do the same to melee dps or hunters, it does prevent them from attacking for the duration of the buff.

Useful Macros:

Cancel Aura Macro - Our immunity cooldowns cause enemies to attack the next highest player on the threat table for the duration so it can be useful to have a macro to cancel them, causing enemies to resume attacking you.

/cancelaura Divine Shield
/cancelaura Blessing of Protection
/cancelaura Divine Protection

Target Dummy BoP Macro - If you went Engineering, you can use Target Dummy, Advanced Target Dummy or Masterwork Target Dummy and use Blessing of Protection on it to make it immune to physical damage for the duration.

* Replace 'Advanced' with whatever Target Dummy you're using

#showtooltip Advanced Target Dummy
/use [@cursor] Advanced Target Dummy
/cleartarget
/target Advanced Target Dummy
/stopmacro [noexists][dead]
/cast [@target] Blessing of Protection
