WHAT IS CHILLED GROUND
Chilled ground is a "ground effect" that applies the "elemental ailment" of chill, at a magnitude of 30% this league, slowing all actions by nearly 1/3rd, which is wildly annoying.
Chilled ground is not a curse, so it cannot be effectively removed, only reduced.
HOW TO ELIMINATE CHILLED GROUND
You can take mods with the text "reduced slowing potency debuffs on you", these are on the tree and a few uniques.
My recommendation is to acquire a pair of
Wanderlust shoes, which read, "Your speed is unaffected by slows". This will permanently and without any gaps reduced chilled ground effect to 0% for you in maps.

Now I should say that you can get an Exceptional version of
Wanderlust with 3 Open Sockets, this gives you more flexibility to patch up resists with runes. I haven't seen anyone do it yet, but my plan is to eventually get an exceptional and socket it with 3x
Farrul's Rune of the Chase for maximum speed and memes.
You can also path down to
Crystallised Immunities, grab a
Megalomaniac jewel with the passive on it (very expensive though), or put it as an anoint on a second amulet. If your support gems are cheated to predominantly blue, this will permanently avoid chill. I prefer to swap the boots because the second amulet of my slot is 50+ DIV, and fudging gems is a bit annoying, but several had mentioned this so wanted to include.

WHAT IS TEMPORAL CHAINS
Temp chains is a bit different because it is a curse. It is slightly less potent than Chilled Ground, cursing for a minimum of 26%, but also affected by magnitude of curse effects.
HOW TO ELIMINATE TEMP CHAINS
For Temp Chains we have an additional method for removal. The go-to method for temp chains removal this season has been to run a weapon swap that paths over to the Notable Passive
Warding Potions on the skill tree. This Passive will remove a curse when you use a flask.
To break this down, you go to your skill tree and allocate Weapon Set 2 to path over to
Warding Potions, which is on the middle-far-right side of the skill tree, and very easily accessible to all Dex classes. Then you set can either (1) manually toggle weapon sets (which is instant timing this season), crack a flask, and swap back; or (2) you can set a single skill on Weapon Set 2, and then activating the skill will toggle over to the node, for even more seamless swap to remove.
The curse is not permanently applied in maps, so when you see it, toggle and remove.
