There are 2 different levels to each armor item in the game, and each level provides you with better stats.
Armor can be crafted in the Armor and Clothing Workshop, and here are all the recipes available in the game. To unlock these recipes you will have to explore Points of Interests and exchange at vendors in Tortuga.
