Build Overview

If you're looking for the best Sorc build in Season 13, Static Field Blizzard is the strongest and this guide will teach you all you need to know about how to make the most out of Blizzard's Damage.

The short version is that Static Field Blizzard has powerful scaling and when combined with things like Raiment of the Sea and Aspect of Armageddon. The dots start ticking for Tens of Billions.

This variant of the build is designed to create consistency in helping with all NON-PIT PUSHING ACTIVITIES. It is still viable when upgraded enough to clear a Pit 100 in under 5 minutes. But this variant is specifically engineered for things like:

  • Helltides
  • Infernal Hordes
  • Undercity
  • Speed Pits

It is designed in such a way as to not require strenuous effort on your hands, have smooth gameplay flow, mobility, and survivability.

Build Variants

This is where things get fun as we figure out how to permanently upkeep Boundless Unstable Currents with Esadora's Overflowing Cameo and Flickerstep.

^ This combos with Aspect of Armageddon to give us an absolutely mind boggling x50 damage multiplier when played appropriately. The dots start hitting for Hundreds of Billions of Damage.

Uniques:

Esadora's Overflowing Cameo is going to reduce all of our cooldowns if we can generate enough crackling energy. It also allows us to dump all of our Crackling Energy quickly so that we get an absolutely enormous multiplier through Boundless Unstable Currents.

Godslayer Crown Place holder for our glorious lord and saviour Harlequin Crest. It gives cdr, life, and a damage multiplier. Cannot complain

Flickerstep When utilized with the Wormhole Teleport mechanic trick (See How it Plays for details), this will reduce your Unstable Currents cooldown by 30 seconds.

Raiment of the Sea Big damage

Aspects:

Aspect of Armageddon Massive Damage WHEN Unstable Currents IS ACTIVE. That's why we need to figure out how to upkeep Unstable Currents to employ a permanent +300%[x] Multiplier.

Aspect of Splintering Energy Speed build means Hit them once and they die. This fits the bill.

Storm Splitter's Aspect Big Damage

Accelerating Aspect Helps us hit specific attack speed breakpoints with Static Field Blizzard, this will cascade into giving us enormous dps and uptime on Unstable Currents

After extensive testing in terms of the damage ceiling and practical performance in game.Mlor of the Threefold has a higher ceiling damage of about 10%, but lower average damage by about 40%.

Because of this Fer of Wild Lightning set is better for this variant due to a higher consistent dps performance.

Skills

Note: Some Skills will have +(#) points due to gear. I will put two numbers up being 1/15 and 7/15. This will show the amount allocated vs the actual amount in skill tree from gear. There are specific choices due to breakpoints in the skill effects.

Frozen Orb 1/15 Points: Utility Enchantment, applies vulnerable to everything for us as well as applies Crowd Control.

  • Barrier Frozen Orb Provides some defense through shielding.
  • Duration Bonus Frozen Orb Flies longer = more stuff becomes vulnerable
  • Shattered Path Frozen Orb What applies "Vulnerable"

Chain Lightning 1/15 Points: Utility Enchantment, it combos with Unstable Currents by being cast automatically. If it critically strikes on a target, it forms crackling energy to feed back into Boundless Unstable Currents. Reducing our cooldowns and giving more damage.

  • Additional Chains Chain Lightning More hits = more crackling energy chances
  • Critical Strike Chance Chain Lightning This is what produces the crackling energy
  • Chain Whipping Chain Lightning More hits = more crackling energy chances

Flame Shield 7/15 | 13/15 Points: Breakpoint at 13/15 gives 12 crackling energy per second

  • Duration Bonus Flame Shield Longer duration = move faster
  • Cooldown Reduction Flame Shield More uptime = more crackling energy = more damage
  • Flash Flame Shield Gives big speed bonus and generates 18 crackling energy over it's duration, synergizing with Boundless Unstable Currents for more damage.

Teleport 1/15 Points: Utility Spell, Extra Point stun a little longer, but not enough to devote + points into

  • Ferocity Teleport Attacking faster means faster rotations and smoother gameplay
  • Weaken Teleport Allows us to be more tanky
  • Wormhole Teleport Can now double teleport
  • NOTE: We DO NOT take Electrobolt Teleport because it creates the crackling energy AFTER we land, therefore it does not synergize to reduce the cooldown of teleport.

Ice Armor 4/15 Points: Makes you invincible due to armor effecting general damage reduction rather than just Physical Damage. This is where you dump any extra points as it improves %armor given.

  • Cooldown Reduction Ice Armor Smaller Cooldown means its up more often
  • Duration Bonus and Barrier Ice Armor Longer uptime and more armor
  • Permafrost Ice Armor unstoppable means we cannot be crowd controlled + even more armor

Familiar 8/15 | 14/15 Points: Breakpoint reached at 14 Points for maximum CDR given at 2.8% per active familiar.

  • Charge Familiar Extra charge gives another 2.8% cooldown reduction
  • Bonus Effect Familiar Reduces our cooldown by a further 0.5 seconds per attack
  • Fast As Lightning Familiar Gives the Cooldown Reduction per Familiar

Lightning Spear 1/15 Points: Utility Spell - Automatically casted due to Unstable Currents

  • Projectile Speed Lightning Spear Faster Spears = Stun before things die, applying our damage multiplier from Aspect of Arrogance
  • Reverse Polarity Lightning Spear Stuns the target

Ball Lightning 1/15 Points: Utility Spell - Automatically casted due to Unstable Currents.

  • Multiple Projectiles Ball Lightning More balls = More Crackling Energy
  • Crackling Energy Ball Lightning Creates Crackling energy for our Boundless Unstable Currents
  • Orbital Ball Lightning Allows the dissipation of ball lightning to be at our feet for easy crackling energy pick up

Blizzard 15/15 Points: Main Damage

  • Damage Bonus Blizzard We freeze very often with Frozen Orb and Frost Nova, More Damage
  • Seek and Duration Bonus Blizzard More uptime = More Dps
  • Static Field Blizzard Scales at wild amount, make no sense. Big Damage


Ultimate:

Unstable Currents 15/15 Points: Massive DPS Increase

  • Cooldown Reduction Unstable Currents Shorter CD = More Burst Cycles
  • Damage Bonus Unstable Currents More Damage
  • Boundless Unstable Currents Reduces it's own cooldown and gives an absolutely astonishing multiplier to shock damage. We can average ~100 crackling energy per activation, this means it gives us ~+1000%[x] damage multiplier to our shock skills. Busted.

Paragon Board

NOTE: This Priority list is assuming all glyphs are already level 25 for their secondary effect. Therefore the focus is on the bonus of the first effect increasing as you level up the glyph.

1. Elementalist is the best and most powerful glyph for us as it increases the additive damage from the rare nodes by such a large amount, which become a separate additive conditional multiplier for our damage.

2. Control Due to Reverse Polarity Lightning Spear and Frozen Orb, everything will be Immobilized for the +20%[x] damage multiplier. The Additive damage to crowd controlled targets will become a separate additive conditional multiplier for our damage.

3. Exploit is a standard damage multiplier effecting all of our damage. Because we are wearing Flickerstep and not regular boots with Aspect of Shredding Blades. We need a way to make everything vulnerable, and the where the Frozen Orb Enchantment comes in. From here, everything will be made vulnerable and apply Vulnerable's standard 20%[x] multiplier and as well as the multipliers from Exploit.

Adept Increasing the size of blizzard is the big payoff here. Being able to hit many more things which a much large blizzard allows us to screen wipe things especially as they start chasing targets with Seek and Duration Bonus Blizzard. The additive damage from the intelligence nodes will become a separate additive conditional multiplier for our damage.

Charged Easy 15%[x] and +10%[x] multipliers for decent damage. The additive damage given by node does nothing for us.

Mercenary

Subo: Map hacks are over powered. Also boost DoT damage and Static Field Blizzard is a DoT

Aldkin: Gives damage reduction, we are sorcs and therefore we are squishy. Any amount helps.

How it Plays

Static Field Blizzard is Scaling to the actual moon at the moment. It has been bypassing 10,000% Weapon's Damage over a 1.5 second period on it's own with no other buffs. This amount of base damage makes it by far the strongest scaling ability Sorcs have to offer at this time.

Important Note: Static Field Blizzard is a DoT Ability! Do not stack critical hit chance or wear anything that empowers critical strike damage as Static Field Blizzard will not be modified by either.

Unstable Currents in Tandem with Aspect of Armageddon and Boundless Unstable Currents are interacting in such a way that is multiplying our Static Field Blizzard by a factor of 50x or more damage. Our goal is therefore to maintain Unstable Currents.

Skill Rotation

  1. Cast Familiar 4x to stack CDR, this will reduce Unstable Currents cooldown
  2. Cast Unstable Currents
  3. Cast Flash Flame Shield to instantly obtain some crackling energy
  4. Cast Static Field Blizzard and the build will play itself from there
  5. Cast Enchant Teleport on cooldown through enemies to proc Flickerstep and reduce Unstable Currents cooldown
  6. About 2 seconds before Unstable Currents ends, repeat back to step 1 and recast Familiar 4x to stack CDR in preparation for reactivating Unstable Currents.
  • Cast Ice Armor when you are in danger

Mobility Tech

Wormhole Teleport Has some cool tricks

  1. Combo 1 - Teleport > Enchant Teleport
    1. This allows you to reset the cooldown on teleport completely. It won't go on cooldown and therefore with proper timing, you can teleport every 2.5 seconds.
  2. Combo 2 - Teleport > Enchant Teleport > Teleport > Teleport
    1. You can pull off a very fast quadruple teleport with no cooldown in gear or skills.

Advanced Mechanics - Attack Speed Breakpoints

NOTE: Boundless Unstable Currents kind of throws all of this Hoobla into the trashcan because it allows you to pick up crackling energy beyond the cap. Therefore expenditure rate doesn't matter. Which sort of makes this entire section bleh. Just aim for 94.4% attack speed, make it simple. Updates to this (as attack speed is important coming shortly).

Now why would attack speed be something so important in this build when we could just have another Damage Multiplier?

Well this is because having more attack speed replacing something that deals more damage doesn't mean we are doing less damage over time. It means we are doing less damage per hit, but more hits in the SAME TIME PERIOD.


Basic Concept of Slow/Big Damage vs. Fast/Small Damage

For Example: Assume 2 situations

Situation 1: 100 damage / 1 hit per second = 100 x 1 = 100 Damage per Second

Situation 2: 50 Damage / 2 hits per second = 50 x 2 = 100 Damage per Second

^ Even though in one instance we are dealing only 50% of the damage, we are still dealing the same damage over time due to attacking faster.


Application for Build

In the case for our build, the reason why it is so important to attack faster is based off how much crackling energy we can collect and expend.

Crackling Energy does not have a limit to How Fast You Can Pick It Up. But it does have a limit to how fast you can create it and expend it.

  • CREATION - If you can only create 10 Crackling energy in 10 seconds, then that's all you can expend within that 10 second period
  • EXPENDITURE - If there is 100 Crackling Energy on the ground, but you can only hold a maximum of 10 crackling energy; then you can only pick up more based on how fast you expend the crackling energy. In this situation, if you can only expend 1 crackling energy per second, then in a 10 second period you can only expend 10 crackling energy

So how does attack speed solve both the problems for CREATION and EXPENDITURE?

  1. Attacking Faster with Boundless Unstable Currents will create more crackling energy through Lucky Hit Chance, but it will also create more crackling energy by casting Crackling Energy Ball Lightning and Critical Strike Chance Chain Lightning randomly as you keep casting Static Field Blizzard. Therefore by attacking faster, we generate much more crackling energy. This helps with solving the CREATION problem.
  2. To solve the EXPENDITURE problem, Esadora's Overflowing Cameo increases the rate by which we discharge crackling energy which directly scales with our Attack Speed. This means the more attack speed we have, the faster we can expend the crackling energy, which then allows us to pick up more crackling energy per second because we are not consistently capped at maximum crackling energy charges.

What happens when we solve the Problems for CREATION and EXPENDITURE.

  1. Because energy charges are being expended faster and hitting targets more frequently, we now lower the cooldown of Unstable Currents through the use of Esadora's Overflowing Cameo. This is powerful as Boundless Unstable Currents and Aspect of Armageddon synergize to give an enormous damage multiplier.
  2. Because we are rarely capped at the crackling energy limit due to the tick rate of crackling energy being effected by increases in Attack Speed in tandem with Esadora's Overflowing Cameo, we now pick up much more crackling energy per second. Every time we do this, we increase our damage due to Boundless Unstable Currents.

How Much Attack Speed Do I Need?

That is completely up to you, but my recommendation is to try to aim for at least 94.4% Attack Speed. This will allow you to attack 2.4 times a second and drastically increase your crackling energy CREATION and EXPENDITURE rate.

  4. Ferocity Stacks - Accomplished Through Ferocity Teleport
  5. Mercenary Varyana Bloodthirst ability
