Phoba of the Threefold is 4x and can get a charm with Mana on mastery. you would take Blizzard: Hailstorm, 
Ball Lightning: Orbital, 
Meteor: Air Burst, and 
Firewall: Wildfire. If mana is really an issue run Phoba of the Threefold with Ball Lightning: Orbital and 
Firewall: Grounding and drop
